14일 한국은행 국정감사에서 최은석 의원은 “올해 가상자산 국경 간 입출고 건수는 총 11,061건, 금액으로는 3,031.4억 원에 달하며, 이는 2022년 대비 약 두 배 가까이 증가했다”고 말했다.
이어 “스테이블코인의 등장으로 가상자산의 국경 간 거래가 더욱 가파르게 증가할 것으로 예상되지만 현재 이에 대한 법적 근거와 규율이 없어 혼란이 가중되고 있다”고 지적했다.
그는 “미국, 일본 등 주요국들은 스테이블코인에 대한 공시의무를 부과하고 있지만, 우리나라는 이와 관련된 규율이 미흡하다”며 “법적 공백 상태가 한국은행의 통화신용정책과 거시건전성 정책에 잠재적인 위협이 될 수 있다”고 우려했다.
그러면서 “가상자산의 법적 성격을 명확히 정의하고, 자본거래로서 인정할지, 지급수단으로서 사용할 수 있을지 등에 대한 논의가 필요하다”며 “한국은행의 적극적인 역할과 관련 법률 정비가 필요하다”고 강조했다.
최은석 의원은 “필요하다면 외국환거래법이나 한국은행법 개정을 통해 이러한 사각지대를 해소해야 한다”고 덧붙였다.
