한국노총 전국공공노동조합연맹 대구지역본부(의장 양상훈)가 공공기관 노동이사제 도입을 촉구하는 기자회견을 개최했다.

7월 13일 오전 11시 대구광역시의회 앞에서 개최된 이번 기자회견은 공공기관에 참여적 노사관계를 구축하고 공공기관의 자율경영과 책임경영을 보장할 수 있으며 나아가 낙하산 인사의 독단적 경영에 대응하여 공공기관의 일터 민주주의 실현을 위한 공공기관 노동이사제 도입을 촉구하기 위해 마련되었다.

대구시에서는 지난 2018년 김동식 대구시의원이 대구시 산하 공공기관에 노동이사를 도입하는 조례를 발의하였으나 대구시가 준비 부족과 공사·공단, 출자·출연 기관에 충분한 설명이 부족하다고 이야기해 제정이 유보된 바 있다.

한국노총 대구지역본부는 “지난 2018년 대구시의회 김동식 의원이 대표 발의한 대구광역시 공공기관 노동이사제 운영에 관한 조례안이 대구시의 반대와 시의회의 무관심으로 지금까지 방치되고 있는 동안 서울을 비롯한 5개 광역시 등 많은 지자체가 노동이사제를 도입하여 산하 공공기관에서 안정적으로 운영하고 있는 상황”이라고 지적했다.

이들은 “타 지자체 뿐 아니라 OECD를 비롯한 유럽 선진국의 많은 국가에서 도입하여 긍정적 효과를 거두고 있는 노동이사제의 도입을 대구시와 시의회는 근거 없는 부작용 우려와 지역 정서 등을 이유로 도입에 반대하고 있다”면서 “노사가 함께 경영에 관한 책임을 공유하여 자율적이고 민주적이며 투명한 경영체계를 만들어 사회공공성 확보라는 노사 공동의 목표실현을 위한 공공기관 노동이사제 도입을 쟁취할 때 까지 투쟁하겠다”는 입장을 전했다.
