행정안전부가 추진한 ‘주민 주도형 지역균형 뉴딜 우수사업 공모’에서 대구시와 광주시가 협력해 참여한 ‘탄소중립을 위한 생활밀착형 시민 RE100 플랫폼 구축사업’이 선정됐다고 대구시가 밝혔다. 

이 사업은 대구시민들이 주도적으로 출자해 추진하고 있는 ‘햇빛발전소 확대 정책’과 광주시민 주도의 ‘에너지 전환마을 구축사업’의 효율적인 관리체계를 구축하기 위해 각각 플랫폼을 구축하고 공동 활용하는 프로젝트로, 양 도시 시민들이 주도적으로 탄소중립을 실현하는 데 공동 협력하는 취지에서 협력 제안했다. 이번 선정으로 대구와 광주는 각각 5억원의 국비를 지원받게 됐다.

이에 앞서 대구시와 광주시는 ’21년 7월 ‘2038년 대구·광주 아시안게임 유치’와 ‘대구-광주 간 달빛고속철도’ 등 영호남 상생발전을 위한 협약을 체결한 바 있다. 또한 지난 8월에는 시민들이 자발적으로 참여하는 시민 RE100클럽 공동협약 등 다양한 협력사업의 알찬 결실로, 앞으로 다양한 영호남 상생발전에 대한 많은 성과가 있을 것으로 기대된다.

이번 공모사업 선정으로 대구시는 지난 ’21년 10월 설립된 사단법인 ‘누구나 햇빛 발전’을 중심으로 지역문제해결플랫폼, 지속가능발전협의회, 시민햇빛발전협동조합 등 시민단체와 협의를 거쳐 플랫폼을 구축, 시민들에게 서비스를 확대하고 이와 연계한 시너지효과 극대화를 위해 햇빛가게, 햇빛기업을 대상으로 ‘햇빛마일리지 운영’을 통해 시민주도형 신산업과 일자리 창출에도 기여할 것으로 알려졌다. 

아울러, 현재까지 9호기까지 건설된 햇빛발전소를 ’25년 20개소, ’30년 100개소, ’50년 500개소를 건설할 계획이며, ’30년 RE100＊ 시민클럽 10만명 가입을 달성해 진정한 시민들의 자발적인 기후위기 대응 탄소중립과 재생에너지 확산에 대한 시민 공감대를 형성할 예정이다.

이승대 대구시 혁신성장국장은 “탄소중립은 시민들이 자발적으로 참여할 수 있는 정책이 최선”이라 밝히며 “대구 시민들이 주도하는 햇빛발전소 건설에 대구시가 공공부지와 민간기업 참여 등 다양한 정책을 찾아 적극 지원해 시민주도의 탄소중립 선도도시 조성에 차질이 없도록 하겠다”고 말했다.
