호랑이의 강한 리더십과 열정으로 힘찬 기운이 가득한 새해를 맞으시기 바라며, 화합과 이웃사랑 실천으로 군민들 가정마다 행복한 기운이 감돌고 웃음꽃 가득하시길 소망합니다.

2년 전부터 시작된 코로나19 위기를 맞아 어려운 상황임에도 불구하고 군민 여러분께서 힘든 시기를 슬기롭게 극복하면서 군정에 적극 협조해 주셨고 7백여 공직자들은 지역발전을 위해 최선을 다 했습니다.

그 결과, 우리는 많은 일들을 이뤄냈습니다. 철저한 경영마인드로 도전적인 행정을 추진한 결과 예천군립 박서보미술관 설립을 위한 문화체육관광부 타당성 심사에 통과했고, 스마트팜을 연계한 수소연료전지발전사업 MOU체결 등 대규모 투자유치를 이끌어냈으며, 치밀한 준비와 치열한 도전 끝에 풍양지구 농촌용수 이용체계 재편사업 등 97건 국·도비 확보와 다양한 공모사업에 선정되기도 했습니다. 

또한, 농정대상 11년 연속 우수기관, 농산물 수출정책 2년 연속 최우수, 전국 기초단체장 매니페스토 우수사례 경진대회 우수 등 40여 개 분야에서 우수기관으로 선정되는 영예를 얻었습니다. 이 모든 것이 군민 여러분의 협조와 이해, 그리고 동료공직자 모두가 헌신적으로 노력했기에 가능했습니다. 고맙습니다.

새해에도 군민을 잘 섬기고 지역발전을 위해 열심히 일하겠다는 약속을 드리면서 군정운영 방향을 말씀 드리겠습니다.

  첫째, 원도심의 도시 경쟁력 강화에 힘쓰겠습니다.

 원도심 활성화를 위한 도시재생뉴딜사업과 전선지중화사업, 간판개선과 예천읍 관광개발사업 등에 속도를 더하겠습니다.

  도시재생뉴딜사업으로 구.119센터에 아이사랑안심케어센터를, 구.예천읍행정복지센터에는 단샘어울림센터를, 상설시장에는 한우특화센터를 건립하겠습니다.

  그리고 전선지중화사업은 2차년도 1.3㎞ 구간을 시행하고 무분별하게 설치된 시가지 간판을 깔끔하게 정비해 도시경관을 개선하겠습니다.

  남본리 폐철도 부지에 산책로, 쉼터, 족욕공원을 조성하고 개심사지 오층석탑 공원과 남산공원에 희귀 수목과 꽃 그리고 조형물로 꾸며서 장차 예천관광의 허브가 되도록 하겠습니다.

  그 외에도 예천사랑상품권 확대 발행, 상가시설 개보수, 소상공인 특례보증지원 등 소상공인들의 어려움을 덜어주고 전통시장 특성화 첫걸음사업을 추진해 전통시장 경쟁력 강화에 힘쓰겠습니다.

  둘째, 어린이·여성친화적인 명품신도시 건설에 집중하겠습니다.

  하반기에 복합커뮤니티센터를 준공하면 행정·교육·문화·복지공간을 마련하여 신도시 주민들의 삶의 질을 높이고

  범우리 공원에 숲속 어린이 놀이터와 명상원을 조성하고 송평천 산책로를 정비하여 신도시 주민들의 휴식과 여가 활용 공간이 되도록 만들겠습니다.

  특히, 아이들을 안심하고 키울 수 있고 우수한 교육여건과 교육수준을 자랑할 수 있는 교육명품도시로 만들어 아이와 부모가 함께 행복한 도시가 되도록 하겠습니다.

  아울러, 공동주택 주민들의 화합을 위해 주민이 직접 기획하고 참여하는 문화페스티벌과 공동체 활성화프로그램을 적극적으로 운영하겠습니다.

  셋째, 농축산업 경쟁력 강화로 농가소득증대에 최선을 다하겠습니다.

  어려운 재정 여건에도 전체 예산의 21.5%에 달하는 1,260여 억 원을 농업분야에 편성했습니다.

  농업인의 안정적 영농활동을 위한 농작물재해보험, 농업인안전보험, 농기계종합보험을 지원하여 자연재해와 불의의 사고에 대비하고 농민수당을 지급하여 소득 안정과 삶의 질 향상에 힘쓰겠습니다.

  토양개량제와 상토 지원, 미생물 공급, 시설원예 현대화 지원 등의 사업으로 지역 농산물을 명품화하고  다양한 마케팅으로 국·내외 판로망을 확대하겠습니다.

  또한 초유은행 운영과 한우개량 사업, 한우특화센터 건립, 한우브랜드화 사업으로 축산농가의 경쟁력을 높이겠습니다.

  그리고 농산물가공지원센터를 활용한 농업의 6차산업화로 지역 농산물의 부가가치를 높이고, 미래농업을 이끌어 갈 청년농부와 강소농을 적극 육성하겠습니다.

  넷째, 촘촘한 사회안전망 구축으로 군민들의 삶의 질 향상을 위해 적극 노력하겠습니다.

  영유아를 위한 출산장려금 지원, 아이돌보미 지원사업과 다함께돌봄센터 확대 운영으로 출산과 양육 부담을 덜고 젊은 여성들이 경력단절 없이 경제활동을 할 수 있도록 하겠습니다.

  또한 초·중학생 방과 후 프로그램을 운영하는 미래교육지구 사업, 대입진학지도 특별프로그램 운영,  예천군민장학회 운영 그리고 도서관 신축 등 사업으로 최적의 교육여건을 만들겠습니다.

  청년센터와 희망키움센터를 건립하여 창업과 취업을 희망하는 청년들에게 교육 기회와 실습 공간을 제공하겠습니다.

  시니어클럽과 노인일자리 전담기관을 통해 어르신들에게 일자리와 사회활동 기회를 제공하고, 사회적 약자들이 소외되지 않도록 맞춤형 복지정책을 실현해 나가겠습니다.

  다섯째, 역사 ․ 문화 ․ 예술 도시에 걸맞은 관광자원개발에 박차를 가하겠습니다.

  도청이전과 대구경북신공항 이전, 중부내륙고속철도와 중앙선 복선철도, 신공항과 도청신도시 간 도로 확장 등 사통팔달 교통체계가 관광산업 발전의 기회가 되도록 하겠습니다.

  삼강문화단지, 회룡포와 용궁역이 있는 서남부 권역과 초간정, 하늘자락공원 그리고 태실과 천년고찰이 있는 백두대간권역, 곤충생태원과 천문우주센터, 예천박물관이 있는 체험관광권역 등 관광지 완성도를 높여 나가겠습니다.

  특히, 예천읍이 관광의 허브가 되도록 남산공원, 한천, 개심사지오층석탑 역사공원, 폐철도부지를 공원으로 개발하고 그 중심에 박서보미술관을 건립해 예천의 랜드마크가 되도록 힘쓰겠습니다.

  여섯째, 공격적인 스포츠 마케팅으로 침체된 지역경기를 살리고 예천군 위상을 드높이겠습니다.

  육상, 양궁종목 대회와 전지훈련을 적극 유치하여 지역경기에 실질적인 보탬이 되도록 하겠습니다.

  미래 육상지도자 및 선수를 집중 훈련할 육상교육훈련센터를 6월에 착공하고 양궁의 메카 입지를 굳히기 위한 양궁훈련센터 건립을 위한 업무도 서두르겠습니다.

  아쉽게도 그 동안 준비해왔던 아시아 U20육상선수권대회는 국내외 코로나19 상황이 심각함에 따라 2023년 개최로 순연하기로 결정했습니다.

  마지막으로 군민이 참여하고 공감하는 행정을 실현해 나가겠습니다.

 ‘예천사랑운동’을 지속적으로 전개하고 군민들과 좌담회, 간담회를 통한 소통 행정을 적극 실천하여 군민들에게 참여의 장을 활짝 열어 놓겠습니다.

  올해는 민선7기 예천군 행정이 추구해 온‘변화와 혁신, 그리고 도전’이라는 가치 실현을 위해 더욱 매진해야 할 때입니다.
