김 부회장은 “이철우 도지사의 빠른 판단이 포스코를 살렸다. 경상북도의 적극적인 지원으로 빠른 복구를 할 수 있었다”며 “특히 태풍 피해 초기 대응에서 이철우 도지사님의 빠른 판단으로 방사포 2대 지원으로 전강공정의 지하 2층 물을 빠른 시간에 배수해 고로가 꺼지는 것을 막고 포항제철소를 지켜낼 수 있었다”며 포항에서 공수한 과메기 100세트와 직원 1인당 떡 1세트를 전달했다.

경북도에 따르면 포스코는 현재 전체 18개 공장 중 16개 공장이 가동 중이다. 지난 15일 가장 생산능력이 큰 2열연 공장이 복구 100일만에 정상 가동되고, 연내 탄소강 전제품 및 STS 대부분의 제품이 생산 가능해지면서 생산, 품질, 설비 모두 침수 전의 유사수준으로 가동되고 있는 것으로 확인됐다. 

다만, TS1 냉연공장, 도금공장 2개 공장은 내년 1월 중 가동해 1월말 전 공장이 복구 완료 될 예정이라고 포스코측은 전했다. 

이철우 도지사의 빠른 판단과 결단은 광산 매몰 사고에서도 빛이 났다. 당시 이 지사는 구멍을 뚫기 위한 장비가 부족하자 중앙 정부에 직접 장비 동원을 강력하게 요청하면서 설득에 성공, 늦을 수밖에 없던 구조 작업 시간을 당기면서 생존자들을 무사히 구출해 냈다. 

당시 경북도는 장비 투입 비용을 직접 책임지겠다고 엄포를 놓는 등 산업통상자원부와 국방부, 민간 업체들이 보유한 12대의 시추기를 확보했다. 이밖에 생존자 구조를 위한 굴진 작업에 소요되는 전문 인력 증원도 직접 요청했고, 이들에 대한 특별수당도, 구조 작업에 들어간 4억2000만원의 예산을 직접 투입했다.

특히, 지난 여름에는 태풍 힌남노로 인해 큰 침수피해를 입었던 포항 제철소를 방문해 복구 현장을 점검하던 이철우 지사가 포스코 관계자의 추가 장비 지원 요청을 받고 현장에서 즉각 수소문한 끝에 대용량 방사 시스템을 확보해 배치하도록 하는 바람에 복구(배수) 작업에 속도가 붙었다. 

이처럼 신속한 판단력과 대응력으로 재난 현장의 파수꾼 역할을 해 오고 있는 이 지사는 올 들어 지역에서 일어난 대형 재난 사고 현장마다 재난 관리 최고책임자 역할을 유감없이 보여주고 있다는 평가를 받고 있다. 

이철우 경도지사는 “국민의 생명과 재산을 보호하는 것은 공직자의 당연한 책무”라고 강조하고 “앞으로 재난이 발생하지 않도록 사전대비를 철저히 하고 재난발생 시 도에서 적극 나서 피해를 최소화 하겠다”고 밝혔다.
