대구시는 한시적으로 운영되고 있는 ‘부동산소유권이전등기등에 관한 특별조치법’이 8월 4일 종료된다고 밝혔다.
부동산소유권 이전등기 등에 관한 특별조치법은 소유권보존등기가 되어 있지 않거나 등기부의 기재사항이 일치하지 아니하는 부동산을 용이한 절차에 따라 등기할 수 있도록 하는 법이다.
이번 조치법의 적용대상지역은 달성군 전부와 달서구 유천·대천동 일부이다. 1995년 6월 30일 이전에 매매·증여·교환 등의 법률행위로 사실상 양도된 부동산, 상속받은 부동산 및 소유권보존등기가 되어 있지 않은 토지와 건축물이며 소유권에 대한 소송이 진행 중인 부동산은 제외된다.
이 법에 따라 소유권 이전을 원하는 시민은 부동산 소재지의 동·리에 위촉된 5명 이상의 보증인(변호사 또는 법무사 1명 포함)의 보증서를 첨부해 구·군 토지정보과에 확인서발급을 신청하면 된다.
관할 구·군은 사실관계 확인을 위한 현장조사와 공고절차를 거쳐 이해관계인의 이의가 없으면 확인서를 발급하고 신청자는 이를 첨부해 등기소에 소유권이전등기를 신청하면 된다.
대구시는 지금까지 확인서 발급신청 458필지 중 170필지의 확인서를 발급해 140필지가 등기 완료됐다.
권오환 대구시 도시재창조국장은 “특별조치법 시행기간이 얼마 남지 않은 만큼 재산권 행사가 불편했던 시민들이 최대한 소유권보호를 받을 수 있도록 대민 홍보에 최선을 다하겠다”고 밝혔다.
