지난주 ‘환동해권 및 포항 발전 공약’에 이은 준광역권 공약으로, 임 후보는 이날 “경북에서 소외 받았던 북부권”이라며 “ 이 지역을 글로벌 미래산업의 선도기지로 만들겠다”고 밝혔다.

또, △ 도청 신도시, 안동형·예천형 정주 여건 개선 프로젝트 △ 경북 북부권 교통체계 혁신 (남북9축·동서5축 고속도로, 31번국도 4차선 확장, 수요응답형 교통 시스템 구축 등)과 같은 정주 여건프로젝트와 △ 농민의 소득증대 및 농촌주민 행복권 보장 (농민수당 확대, 외국인 계절근로자 사업 확대, 개별 농민 등록제 등)등 농업 정책도 반영됐다.
임 후보는 “도청을 북부권으로 이전하였지만, 활기를 찾기 어렵다”라며 “도청 이전으로 인한 경제적·문화적 효과도 확산되지 않았다. 첨단산업 육성과 정주 여건 개선으로 실질적인 중심거점으로 만들겠다”라는 포부를 밝혔다.
