【브레이크뉴스 경북】이성현 기자=경상북도는 8월 22일부터 3박 4일 간 남북·북미 정상회담이 열렸던 2018년과 코로나19로 연기·취소됐던 연습을 정부 지침에 의거 전시대비 계획인 충무계획 검증과 전시전환절차 숙달에 주안을 둔 을지연습에 돌입한다고 19일 밝혔다.

을지연습의 목적은 2019년부터 축소해오던 을지연습을 감안해 연습에 대한 전 직원의 공감대 형성과 평시에서 전시로 전환되는 절차를 이해하고 숙달하는 한편, 현실적인 안보상황을 고려한 실질적인 통합조치를 하는 데 있으며 연습 진행은 국가비상사태 선포부터 전쟁 발발 전까지 실시된다.

1일차(22일)에는 을지 3종사태 선포 후 도지사 주관 전시 비상대책 간부회의 개최와 군·경합동상황실 및 전시종합상황실 개소 등 전시 전환절차를 실시한다.

2~4일차(23~25일)에는 원전피폭드론미사일 공격, 생물학 공격 등 전시 현안 과제를 현실적인 안보상황을 고려하여 심도 있는 토의를 통해 정책과제 또는 계획 분야 보완 소요를 도출 한다.

또 시군에서는 적의 소규모 테러, 유언비어 살포, 배급제 실시, 민방공 대피훈련 등 전쟁 발발 전·후 발생 가능한 상황을 상정한 실제훈련을 민·관·군·경 통합훈련을 실시한다.

경북도는 을지연습을 효율적이고 성과 있게 실시하기 위해 담당부서 주관의 소규모 단위로 연습진행 절차 등 을지연습 전반에 대한 교육을 진행했다.

5년 만에 실시하는 연습으로 인해 전시 종합상황실 임무수행절차를 원활하게 수행하도록 예비역 장군 등으로 편성된 민간평가단을 구성해 운영한다.

지역 주민, 민간 기관의 의식을 고취시키기 위해 보안구역을 제외한 충무시설 견학을 추진함으로써 국민과 함께 하는 연습상황을 구현했다.

이철우 경북도지사는 “임진왜란(1592), 병자호란(1636), 베트남전쟁(1946), 한국전쟁(1950), 우크라이나·러시아 전쟁(2022)에서 알 수 있듯이 평화를 원한다면 전쟁에 대비하라”며 “5년 만에 부활한 군사연습과 정부연습이 통합돼 실시되는 만큼 전쟁 발발 시 도에서 군사작전지원을 어떻게 할 것인가에 고민을 가져야 하고 국가 동원 체계 절차에 대해서도 심도 싶은 토의를 해야 한다”고 강조했다.
