대구시는 탄소중립의 장기 비전과 과제를 담은 전략을 발표하며 탄소중립 이행에 본격적으로 나선다고 14일 밝혔다.

이번 전략에서는 자체 온실가스 배출량(기준연도 2018년 897만톤)을 2030년까지 45%, 2040년까지 70%를 감축하고 2050년까지 순배출량 ‘0’, 탄소중립 달성을 목표로 제시하고 있다. 

이와 함께 탄소중립을 선도할 의미와 파급력이 있는 5대 대표과제, 탄소중립 8대 분야별 핵심과제 등 85개 과제를 담고 있다.

과제는 지역의 특성과 여건을 반영해 도출되었고, 탄소중립 선도 모델로 잠재성, 통합신공항 건설 등 대구시 미래 번영 50년 프로젝트와의 연계성도 중점적으로 고려됐다.

우선 산업단지 공장 지붕에 태양광 발전 설비를 대대적으로 설치하는 프로젝트를 추진한다. 발전용량 1.5GW급으로 설치될 경우 시 온실가스 배출량 897만톤(기준연도 2018년)의 10.6%에 달하는 95만톤을 감축할 수 있다.

특히 태양광 패널 지붕 설치와 함께 전체 17개 산단의 석면 슬레이트 지붕의 교체가 따르게 돼 작업환경도 크게 개선된다.

대구시는 온실가스 배출원 중 약 24%를 차지하는 수송 부문 온실가스 감축을 위해 보행과 대중교통이 편한 도시 구조로 전환한다.

이를 위해 대중교통과 개인형 이동장치(PM)의 연계, 대중교통 마일리지 등으로 대중교통 시스템을 개선하고 친환경차 보급을 확대한다는 방침이다.

한 사람이 온실가스 1톤을 줄이는 10가지 실천이라는 의미를 갖는 시민 실천 프로그램도 진행한다.

상수도와 하수도의 중간 단계인 중수도 시스템 구축해 상수도 급수량을 절감하고 상수 처리에 들어가는 자원과 에너지를 감축할 계획이다.

아울러 대구시가 자랑하는 나무 심기, 숲 조성 등을 이어나가고 금호강 유역을 녹색힐링벨트로 조성해 온실가스 4.5%(40만톤)를 흡수하는 녹색벨트를 만드는 구상이다.

8대 핵심과제는 탄소중립 교육과 공감대 확산, 생활 속 녹색환경 운동, 환경기초시설 가스의 자원화, 탄소흡수원 보호 관리, 친환경 탄소중립 산단 조성, 신재생에너지 보급 확대, 워커블 시티 프로젝트, 녹색건축물 보급 확대 등을 선정했다.

대구시는 탄소중립 전략을 추진하기 위한 사업비를 오는 2030년까지 총 13조원으로 추산했다.

과제와 관련이 큰 통합신공항 개발 등의 거대 프로젝트가 가시화되면 사업비는 이보다 크게 늘어날 수 있고 탄소중립 관련 신기술 개발 동향에 따라서도 사업비는 변동될 수 있다.
