대구시는 지난해 말부터 가축 분뇨 배출시설을 중심으로 사전 탐문수사를 벌여 위반행위가 의심되는 32개 사업장을 대상으로 특별단속을 벌여 5곳을 적발했다.
적발된 사업장은 달성군·동구 지역에서 축사를 운영해 온 농장들로 공공수역으로 오염물질을 유출하거나 미신고 배출시설에서 가축을 사육해 오다 적발된 사례가 대부분이다.
달성군 소재 3개 사업장은 가축 분뇨를 퇴비화 시설을 통해 적법하게 처리하지 않고 인근 농경지에 야적하는 등 공공수역으로 오염물질을 유출했으며, 다른 한 개 사업장은 가축 분뇨 배출시설 설치신고를 득하지 않고 축사를 운영하다 적발됐다.
동구 소재의 한 개 사업장은 축사 지붕을 제거한 상태 운영해 오다 처리시설 설치 기준 위반으로 적발됐다.
대구시는 이번 특별단속을 통해 적발된 축산농가에 대해 관할 구·군을 통해 행정처분 및 이행실태 등 사후관리를 철저히 하도록 조치했으며 공공수역 오염물질 유출(3), 미신고 배출시설 설치 운영(1) 위법행위를 한 4개 사업장에 대해서는 검찰에 송치하기로 했다.
권덕환 대구시 민생사법경찰과장은 “환경오염 예방을 위해서는 축산농가의 협조가 절실히 필요하므로 가축 분뇨 배출시설 및 처리 시설을 적법하게 운영해 주실 것을 농가에 당부드린다”며" 앞으로도 환경오염의 개연성이 높은 분야에 대해서는 지속적인 단속을 실시해 위반행위 적발 시 엄중히 대응하겠다”고 밝혔다.
