【브레이크뉴스 대구】이성현 기자=지방분권을 주제로 권영진 전 대구시장이 중심이 되어 만드는 포럼 ‘분권과 통합’이 16일 발기인 대회를 갖고 본격적인 활동에 들어갔다. 

포럼 분권과 통합은 수도권에 집중된 모든 사회적 인프라를 비롯해 정치 권력 등을 지방으로 이전해 대한민국 전체의 경쟁력을 키우고, 동시에 지방의 자생력을 높여야 한다는 취지로 권 전 시장이 주도해 만들고 있다.

발기인 대회에 앞서 이미 한차례 강연 모임을 통해 활동을 예고한 바 있는 ‘분권과 통합’의 준비는 前 YTN 채장수 본부장 등 권 전 시장을 지지하는 10여 명이 의기투합했다. 

그 때문에 정치권에서는 권 시장이 내년 총선을 겨냥해 만드는 조직이라는 설이 있으나, 권 시장은 이날도 “오늘 여기 참석하신 분들은 달성, 달서, 동구, 북구 등 각지에서 오셨다. 나아가 경북과 서울, 대전 등지에서도 오실 것이다. 내년 총선 출마용이라고 하시는 분들이 계시는데, 그럴 것 같으면 뭐하러 이들 지역의 분들을 모셔 시간을 낭비하겠는가. 내가 출마할 지역 분들만 모시고 포럼이나 산악회를 만들면 될 것을….”이라며 “오늘 분권과 통합 포럼은 저의 총선과는 아무런 관계가 없다. 지방분권이 반드시 윤석열 정부 내에 이뤄져야 하고 그래야 우리 지방의 미래가 있다는 점을 법 개정을 통해서라도 바꿔 놓아야 한다. 그 책임이 8년 대구시장을 지낸 저에게도 있다는 것을 알고 조금이라도 힘을 보태고 앞장서야 한다는 절박함 때문”이라고 일축했다.

그러나 어찌 됐든 포럼은 권 전 시장이 그동안 움츠렸던 몸을 기지개 켜는 동기부여가 될 것임은 분명하다는 분석이다. 특히, 지방분권이라는 절체절명의 과제를 누구보다 잘 알고 있는 만큼, 총선을 통해 국회로 가져가는 역할에서 수도권 중심의 권력과 인프라를 지방으로 옮기는 첫 디딤돌이 이번 포럼이 되리라는 것. 

이날도 권 전 시장은 “8년의 대구시장을 역임하면서 분권에 대한 고민을 누구보다 많이 했다. 

지방의 힘으로는 실·국장 인사는 물론, 부서 하나 신설하는 것도 할 수가 없다. 지방의 자율성이 그만큼 제한되어 있다. 분권과 통합, 지방분권이 없이는 대한민국의 미래도 없다. 대구도 당연히 마찬가지”라고 거듭 강조했다. 

그러면서 힘들었던 대구시정에 대한 추억도 떠올렸다. 그는 “코로나 이전까지는 저의 지지도가 그런대로 괜찮았다고 생각한다. 그런데 백신 사태 이후 급추락했다”라고 회고했다. 그는 “국민은 물론, 대구시민들조차도 대구시가 백신을 구매하려다 사기당했다는 식으로 알고들 계시더라. 속상했다. 문재인 정부는 자신들이 백신을 확보하는데 늑장을 부린 책임을 대구시에 전가하며 고립시켰다. 그런데 대구시가 사기당한 것이 있는가”라고 반문하면서 “당시 코로나 방역을 책임지셨던 지역 의료진분들이 정부의 늑장에 본인들께서 백신을 구해보고자 사방팔방으로 알아보고 구매처를 확인했다. 그리고는 지방정부가 할 수 없기에 보건복지부에 연락한 것이고. 그런데도 이걸 가지고 대구시를 겁박하고 고립시키더라. 어찌 됐든 시장으로서 떠안을 수밖에 없었다”라고 말했다.

권 전 시장은 “이것도 지방의 한계 때문에 벌어진 일들이다. 지방에서 태어난 죄로 인생 자체가 달라지는 것을 막아야 한다. 이제는 바꿔야 한다. 그리고 그런 일들은 시민들이 하는 것”이라며 “자치분권 국가라는 것은 중앙 정부에 집중된 과도한 권한과 책임을 지방정부에 합리적으로 배분함으로써 지역 등 주민들이 우리 지역의 문제를 스스로 해결할 수 있도록 하는 그러한 국가 경영 시스템”이라고 강조했다. 이어 “대구에서 시작해 전국에 걸쳐 이러한 움직임을 만들고 그 염원이 일어나 우리 헌법이 대한민국은 중앙집권 국가가 아니라 지방분권 국가로 선언하도록 해야 한다. 그 일에 제가 앞장서겠다”고 말했다.

분권과 통합은 이날 발기인 대회와 함께 5월 창립식을 가질 예정이다. 포럼 연사들도 줄지어 초청이 예정되어 있다. 오는 4월 6일 3차 강연에는 권영세 통일부 장관이, 창립총회가 열리는 5월 3일에는 이철우 경북도지사가 강연자로 나설 예정이며, 6월 7일에는 오세훈 서울시장이 초청강연자로 예정되어 있다.
