【브레이크뉴스 경북】이성현 기자=자치분권 확대의 전환점을 만들었다는 평가를 받는 지방자치법 전부개정안(대안)이 정기국회 마지막 본회의에서 통과되면서 지역 정치권도 이를 환영했다.

고우현 경상북도의회의장은 10일 “32년만의 지방자치법 전부개정안 국회통과는 지방자치의 법제도적 환경을 근본적으로 개선하는 출발점이 될 수 있음은 물론, 지방의회의 오랜 염원이던 독립성과 전문성을 높일 수 있을 것"이라고 환영의 뜻을 밝혔다.

고 의장은 “기관구성을 다양화하고 주민참여 기회를 넓히는 등 지방자치와 분권을 확대하는 기틀을 마련하였다는 점에서 높은 평가를 한다”며 “특히 지방의회의 인사권독립, 정책지원 전문 인력의 도입 등이 명문화되어 지방의회의 견제와 감시, 정책대안 개발 등에 있어 본연의 역할과 기능을 더욱 강화하게 될 것”이라고 기대감을 나타냈다.

고 의장은 “이번 지방자치법 전부개정에서 지방의회 정책지원전문인력을 2023년까지 의원정수의 2분의 1범위 내에 두도록 하고, 그것도 2022년부터 연차적으로 증원하도록 한 것은 당초 정부가 제출한 개정안에도 없는 것일뿐더러 지방의회의 전문성 있는 정책지원에 한계가 여전하다는 것을 의미한다”고 말했다.

그는 또, “조례로 위임한 사항에 대해 행정입법으로 자치입법권을 침해하지 못하도록 규정하고 있지만 자치입법권에 걸림돌이 되고 있는 법률유보조항은 개정되지 않아 자치입법권 역시 한계점으로 지적되고 있다”면서 “ 이 외에도 인사청문회, 자치조직권, 교섭단체 구성 근거조항 등에 있어서도 아쉬운 대목이 많다”고 지적했다.

고 의장은 “지방자치법 전부개정에 오랜 시일이 걸렸던 만큼 경북도의회는 이번 국회통과에 만족하지 않고 지방의회가 주민의 대표기관으로서 역할과 기능을 펼쳐나가는데 부족함이 없도록 지방자치법을 비롯한 관계법령 개정에 선제적인 대응을 해나갈 것” 이라고 강조하고 “지방자치법 개정 등에 따른 법제도정비를 차질 없이 추진하고 가까운 시일 내에 지방분권특별위원회를 구성하는 등을 통해 전국의 지방자치분권을 선도하고 연대하는 경북도의회가 될 것”이라고 강조했다.

대구시의회 장상수 의장도 환영했다. 장 의장은 “1988년 전부 개정된 이후 30년 이상 현실을 반영하지 못한 채 제자리에 머물러 있던 지방자치법이 국회 본회의를 통과하면서 지방발전의 새로운 전기가 열렸다”고 의미를 부여했다.
