경상북도는 시군구 자치권 강화가 행정통합의 사실상의 의미임을 강조하며 통합안에 반드시 포함되어야 한다고 강조했다. 김호진 기획실장은 “경상북도는 자치재정권 및 권한 등 특례 보장에 중점을 둔 반면, 대구시는 청사의 위치나 업무의 배치, 관리 범위 등 행정적 부분에 중점을 두고 있다”고 강조하고 “어느 지역 일방에서 정해서 그걸 수용하라고 하면 그걸 수용할 수 있는 구조체계가 형성될 수 있는 것인지 의문이다. 경북도는 대구시의 협상안이 시군구의 권한 강화라는 당초 원칙과 달라 이를 수용할 수 없다”고 반대 입장을 분명히 했다. 

그러면서 동부청사 등 관할 지역 범위에 대하여 그동안 경북도와도 사전 협의가 전혀 없었고, 각 시.군에게도 물어보지 않았다며 추진 절차에 대하여도 신뢰할 수 없다고 거듭 주장했다.

특히 김 실장은 주민투표와 관련해서도 “두 단체간 합의가 원만하게 이뤄지고 시도민들의 공감대 역시 높은 상황이라면 시도의회의 의결로도 가능하겠지만, 경북의 시군에서 수긍하지 못하겠다고 한다면 주민 투표는 최후 수단으로 실시해야 할 것”이라고 말했다. 이는 대구시가 제시한 시간적 제한과 절차 과정 생략 필요성을 반박한 사안으로, 이날 대구시는 통합 의결은 주민 투표는 생략하고 시도의회의 결정으로 하자는 안을 제시했다.

김 실장은 또 시한을 정해 그 안에 수용이 불가할 경우 장기 과제로 돌리겠다는 대구시의 제안을 두고서도 “중앙부처와 국회라는 큰 산이 버티고 있다. 산만 바라보면서 그 앞에서 데드라인이라고 해 버리면 누가 이해할 수 있나. 시한을 정해 결렬시키지 말고 절차를 진행시키면서 서로가 조금 더 머리를 맞대고 묻고 또 물으며 갈 것을 역으로 제안한다”고 반박했다.

한편, 이날 오전 보도자료로 최종 합의안을 언론에 공개한 대구시는 오후 들어 기획조정실장이 긴급 기자회견을 열고 경상북도의 수용 불가 이유에 대하여 반박했다. 

대구시는 “시·군 권한을 대폭 축소시킨다는 경북도의 주장은 사실이 아니다”라며 “현행 지방자치법상 시·군 권한 356개 중 특별시 체제로 전환 시 7%만 조정되며, 이 조차도 조례로 재위임이 가능하다”고 설명했다. 대구시가 시·군·구에 권한을 이양하지 않겠다고 했다는 경북도의 주장에 대하여도 대구시 또한 특별법을 통해 확대되는 특별시장의 권한 중에서 시·군에서 더 원활하게 수행할 수 있는 업무는 추가적으로 이양할 계획“이라며 ‘유어장(체험형 관광낚시장)지정’, ‘산림욕장 승인’, ‘향토문화관광지구 지정 권한’ 등을 예로 들었다.

청사 위치 및 관할 범위에 대하여도 대구시는 ”관할구역은 법안에서 삭제하고, 기능별 사무분장으로 시행령에 반영하는 합의안을 이미 수 차례 제안했다“고 했다. 또 ”동부청사 추가 설치가 아니라, 이미 경상북도가 운영 중인 동부청사를 활용해 부시장급으로 격상하고, 그 기능과 위상을 강화하자는 취지“라고 반박했다. 

홍준표 대구시장은 "행정통합에 대한 쟁점을 상식적인 수준에서 합의하지 못한 채 갈등만 지속한다면 견고했던 대구·경북의 협력 관계가 위태로워질 수 있다"라고 경고했다. 그러면서 "경북도의 대승적 결단”을 촉구했다. 

대구시- 경북도 행정통합 협의 “사실상 결렬” 원인은 이것 

지난 5월부터 협의를 시작한 두 기관은 그동안 실무자 회의와 방법론 등을 주고 받으며 행정통합에 대한 진정성을 키워나갔다. 그러나, 이날 최종적으로 협상이 큰 벽에 부딪힌 데에는 대구시와 경상북도의 행정통합을 둘러싼 갈등의 골을 좁히지 못한 데 있다는 비판이 줄을 잇고 있다.

대구시가 제안한 합의안에도 '시군의 권한은 현행 서울특별시 체계로 조정하되' 로 기록이 되어 있다. 경북 시군을 대구시나 서울시의 구와 같은 형태로 하자는 것으로, 오해 소지가 다분하다. 특히, 대구시는 대구권역에 대하여는 말이 없고, 경북 지자체만 두고 권역 분할을 이야기하고 있다. 경상북도를 대구시에 편입하려는 것 아니냐는 의심이 이는 이유다. 

무엇보다 추진 과정에 있어 경상북도는 주민과 함께 합의안을 만들어가자며 추진 과정에 상당한 의미를 부여하는 반면, 대구시는 시한을 못 박아두고 광역 단체장 의지 하나로 밀어붙이는 등 속도전에 의미를 부여하는 뉘앙스가 강하다.
