우리복지시민연합, 대구여성회, 대구환경운동연합 등 대구지역 8개 시민단체는 5월 7일 오전 11시, 대구시청 동인청사 앞에서 기자회견을 열고 “정책토론청구를 퇴행시킨 황순조 실장은 대구시정 혁신의 걸림돌”이라며 사퇴를 촉구했다.

이들은 2008년 제정된 대구시의 정책토론청구조례가 2023년 5월 대폭 개정되며 사실상 기능을 상실했다고 주장했다. 개정안은 정책토론을 청구하는 데 필요한 서명 인원을 기존 300명에서 1,200명으로 대폭 상향해 주민 참여의 문턱을 높였고, 이 과정에서 황 실장이 허위 발언과 궤변으로 의회와 시민을 농락했다고 강조했다.

기자회견에서 은재식 우리복지시민연합 사무처장은 “황 실장은 시민단체를 비윤리적 집단으로 매도하고, 정책토론청구를 정상화하겠다는 명분으로 사실상 무력화했다”며 “주민참여를 제도적으로 차단한 반자치 행위”라고 말했다.

단체들은 특히, 대구시가 개정 조례를 공포하기 전 접수된 정책토론청구 8건 가운데 7건을 기각한 점을 문제 삼았다. 당시 황 실장은 기자회견을 열어 일부 청구에 허위 서명이 의심된다고 주장했고, 수사까지 의뢰했으나 경찰은 ‘혐의없음’으로 결론 내렸다. 단체들은 이를 ‘시민 겁박 행정’이라며 강하게 비판했다.

또한 단체들은 황 실장이 대구시의회 행정사무감사에서 타 광역지자체와의 비교 수치를 왜곡해 사실상 위증을 했다고 주장했다. 실제로 대구시 외의 다른 광역자치단체 상당수는 참여 조례의 청구 요건을 300명 수준으로 유지하고 있으며, 대구처럼 정책토론청구조례라는 명칭을 쓰는 곳은 없다.

단체들은 이날 기자회견문을 통해 “주민참여를 막고 시민사회의 신뢰를 훼손한 황 실장은 더 이상 대구시에 있을 자격이 없다”며 “즉각 물러나야 한다”고 주장했다. 아울러 대구시와 시의회에는 조례의 원상 복구를, 교육청과 구·군에는 정책토론청구나 시민참여 기본조례 제정을 촉구했다.

The revision significantly increased the number of signatures required to request a policy discussion from the previous 300 to 1,200, raising the threshold for resident participation, and emphasized that Director Hwang deceived the assembly and citizens with false statements and sophistry in the process.

At a press conference, Eun Jae-sik, the director of the Our Welfare Citizens’ Coalition, said, “Director Hwang has effectively neutralized civic groups by branding them as unethical groups and under the pretext of normalizing policy debate petitions,” adding, “This is an anti-autonomous act that systematically blocks resident participation.”

The groups specifically took issue with the fact that Daegu City dismissed seven out of eight policy debate petitions received before promulgating the revised ordinance. At the time, Director Hwang held a press conference and claimed that some of the petitions were suspected of having false signatures, and even requested an investigation, but the police concluded that there was “no suspicion.” The groups strongly criticized this as “administration that intimidates citizens.”

The groups also claimed that Director Hwang had effectively committed perjury by distorting comparative figures with other metropolitan governments during the Daegu City Council’s administrative audit. In fact, many other metropolitan autonomous bodies besides Daegu City maintain the participation ordinance request requirement at around 300 people, and no other place uses the name of the policy discussion request ordinance like Daegu.

In a press release on that day, the groups claimed, “Director Hwang, who blocked resident participation and damaged the trust of civil society, is no longer qualified to be in Daegu City,” and “He must step down immediately.” They also urged Daegu City and the city council to restore the ordinance to its original state, and the board of education and districts and counties to enact a policy discussion request or basic citizen participation ordinance.
