대구시민단체연대회의와 대구경제실천시민연합 등 10개 단체(이하 시민연대)는 19일 오전 11시 기자회견을 열고 현역 단체장과 지방의원을 대상으로 조사한 후보 부적격자 명단을 발표했다.

단체는 "지방선거가 다가오고 있지만 기대와 희망보다 걱정이 앞선다."며" 4년 전 지방선거에서 일당독점체제가 무너지고 정치적 다양성이 넓어져 지역정치 활성화를 기대했지만, 각종 일탈 행위와 부실한 의정활동은 일부 진전에도 불구하고 시민의 눈높이에 한참 모자라는 실망스러운 수준이다"고 지적했다.

이어"그래서 오늘 시민사회는 현역 단체장과 지방의원의 부적격자 명단을 발표한다. 각 정당은 후보 검증과 공천에 반영해 줄세우는 낡은 구태 정치에서 탈피하여 제대로 된 일꾼을 공천해 유권자들에게 희망을 주기를 기대한다"고 밝혔다.

이날 발표된 부적격자는 국민의힘 62명, 더불어민주당 43명, 무소속 6명 등 총 111명이 대상이다. 이들 중 선정된 부적격 후보자로는 단체장 2명, 광역의원 8명 등 모두 77명에 이른다.

현역 기초 단체장 부적격자는 2명으로, 배기철 동구청장, 김대권 수성구청장이 뽑혔다. 배 구청장은 갑질과 막말 등 부적절한 처신으로, 김 구청장은 부동산 문제 등 공직윤리 위배 등을 이유로 들었다.

부적격자로 지적된 대구시의원은 총 8명으로 기준은 의정활동 미흡, (성)비위, 부동산 투기의혹, 자질 논란 등이다.

선정된 광역의원 8명 중 의정활동 미흡에는 김대현·김재우·박갑상·윤기배·이만규·전경원 의원, 부동산 투기와 자질 의혹으로는 안경은·윤기배·이진련 의원이 명단에 올랐다.

부적격하다고 판단한 현역 기초의원은 무려 67명에 달한다.

5분발언, 대표조례발의 각각 3회 이하를 기준으로 한 의정활동 미흡에는 52명이 이름을 올렸다. 자질과 비위, 부동산 투기로 부적합한 후보자는 26명이다.

지역별(기초의원)로는 달서구가 17명, 동구·북구 각각 12명, 남구 7명, 달성군 6명, 중구 5명, 수성구·서구 각각 4명 순이었다.

Among the eight selected metropolitan lawmakers, Kim Dae-hyeon, Kim Jae-woo, Park Gap-sang, Yoon Ki-bae, Lee Man-gyu, and Jeon Gyeong-won were on the list, while Ahn Gyeong-eun, Yoon Ki-bae, and Lee Jin-ryun were on the list for suspicion of real estate speculation and qualifications.

As many as 67 active-duty basic lawmakers were judged unqualified.

Fifty-two people were named for the lack of legislative activity based on five minutes of speech and three or less each of the representative ordinances. There are 26 candidates who are unsuitable for their qualifications, abuse, and real estate speculation.

By region (basic clinic), Dalseo-gu had 17 patients, Dong-gu and Buk-gu each had 12 patients, Nam-gu had 7 patients, Dalseong-gun had 6 patients, Jung-gu had 5 patients, and Suseong-gu and Seo-gu each had 4 patients.
