신임 황순조 기획조정실장은 서울 압구정고등학교와 연세대학교 행정학과를 졸업했으며,행정고시 44회 출신으로 2001년 중앙공무원교육원에서 공직을 시작했다.

국민안전처 안전제도과장, 행정안전부 지자체협업담당관, 지방세입정보과장, 교부세과장, 행정안전부장관 비서실장 등을 거쳤다.

황 신임 기획조정실장은 중앙부처 근무경험과 폭넓은 인적네트워크를 활용, 홍준표 시장의 대구미래 50년 준비를 위한 국비확보와 지역현안사업을 해결할 적임자로서 그 역할이 기대된다.
