이번 평가는 국민권익위원회가 전국 709개 공공기관을 대상으로 청렴체감도, 청렴노력도, 부패실태 등을 종합적으로 분석해 실시한 것이다.

성주군은 특히 반부패·청렴을 위한 기관의 자율적 노력을 평가하는 ‘청렴노력도’ 부문에서 91.9점을 획득해 전국 군 단위 평균 점수인 79.9점을 크게 상회했다. 평가 기간 중 부패 사건이 발생하지 않아 감점 요인도 없었던 것으로 나타났다.

아울러 이번 평가에서는 그간 부패 취약 분야로 지적받아 왔던 ‘외부 청렴체감도’가 눈에 띄게 개선되는 성과를 거뒀다. 외부 청렴체감도는 성주군과 업무를 처리한 민원인을 대상으로 부패 수준을 측정하는 지표로, 외부에서 바라본 기관의 청렴 수준을 보여준다. 성주군은 전년도 76.0점에서 8.8점 상승한 84.8점을 기록하며 전국 군 단위 평균 점수(81.0점)보다 3.8점 높은 수치를 나타냈다.

특히 올해는 청렴문화 확산과 부패행위 사전 예방을 중점 과제로 설정하고, 자치법규 제·개정을 통한 부패방지 시스템 정비, ‘청렴성주 휘슬’ 도입, 간부공무원 청렴진단, 청렴해피콜 확대 운영, 부패행위 위반신고 모의훈련 실시 등 실효성 있는 정책을 추진했다. 이와 함께 ‘1부서 1청렴 시책’ 지속 추진, ‘반부패·청렴주간’ 및 ‘청렴서재’ 운영, 청렴토크콘서트와 청렴소통간담회 등을 통해 내부 소통과 인식 개선에도 힘써왔다.

또한 지난해에 이어 민·관 청렴소통간담회를 확대 개최하는 등 군민 의견을 적극 수렴하고, 제도 개선을 통해 행정에 대한 신뢰도 제고에도 주력했다.

성주군 관계자는 “4년 연속 종합청렴도 2등급 달성은 군민과 전 직원이 함께 노력해 이뤄낸 값진 성과”라며 “앞으로도 더욱 청렴하고 살기 좋은 성주를 만들기 위해 최선을 다하겠다”고 말했다.
