이번 조치는 축사로 인한 악취 민원을 사전에 예방하고, 주거지역 인근 등 환경 취약지역에서의 재입식을 차단하기 위해 추진됐다. 시는 2023년 미준공 축사 368개소, 2024년 588개소에 이어 올해 나머지 458개소에 대한 조사를 마무리함으로써 관내 등록된 축사 1,414개소에 대한 전수조사를 완료했다. 이 가운데 180개소에 대해서는 폐쇄명령(허가 취소) 조치를 완료했다.

아울러 영천시는 전수조사와 병행해 2023년 4월 「영천시 가축사육제한에 관한 조례」를 개정, 주거지역 주변의 가축사육 제한구역을 확대했다. 이에 따라 폐쇄명령이나 허가 취소가 내려진 축사 대부분은 신규 신고나 허가를 통한 축사 사용이 금지되거나 제한된다.

시는 올해부터 축산악취 민원이 집중적으로 발생하고 있는 금호읍 황정리·냉천리, 북안면 도천리·고지리, 고경면 도암리 등 17개 축산시설을 중점관리시설로 지정해 관리하고 있다. 오는 2026년에는 화산면 화산리 등 민원이 지속 발생하는 지역의 축산농가를 추가로 지정해 관리 강도를 더욱 높일 계획이다.

중점관리시설로 지정된 농가에는 주변에 실시간 악취 모니터링 장비를 신규 설치하고, 분석 결과를 토대로 악취 발생이 잦은 취약 시간대에 집중 측정을 실시한다. 기준을 초과할 경우 행정처분이 내려지며, 정기 점검 외에도 특별 점검 대상에 포함된다. 특히 2026년 1월부터 도입 예정인 악취 측정 차량을 활용해 정기적인 악취 검사도 병행할 방침이다.

영천시는 올해 위반 축산시설에 대해 총 51건의 행정처분을 실시했으며, 이 중 중점관리대상 시설에 대해서는 별도의 악취 특별점검을 통해 3개소에 추가 행정처분을 내렸다. 또한 농가의 경각심을 높이기 위해 기후에너지환경부에 악취 배출허용기준 초과 시 행정처분 강화를 건의했다.

이와 함께 수년간 악취 민원이 지속돼 온 금호읍 황정리 일원 축산시설에 대해서는 2025년에 완료한 악취 실태조사 결과를 토대로 올해 경상북도에 악취관리지역 지정을 건의했다.

악취관리지역으로 지정될 경우 해당 지역 축산농가는 더욱 엄격한 배출허용기준을 적용받게 되며, 악취방지계획을 제출하고 이에 따른 저감 조치를 이행해야 해 악취 관리가 한층 강화될 전망이다.

시 관계자는 “가축분뇨 배출시설에 대한 체계적인 관리를 통해 주민과 축산업이 상생하는 환경을 조성하겠다”며 “지속적인 관리와 점검을 통해 주민 생활에 불편이 없도록 최선을 다하겠다”고 말했다.
