영천시는 5일 생성형 인공지능(AI) 기술을 활용해 숏폼(short-form) 콘텐츠를 자동 제작·전달하는 ‘AI 기반 시정정보 전달 혁신사업’을 추진한다고 밝혔다. 이를 통해 전 세대 주민이 시정 및 생활 정보를 보다 쉽고 빠르게 접할 수 있을 것으로 기대된다.
그동안 영천시는 문자 메시지, 홈페이지, 보도자료 중심의 전통적인 정보 전달 방식으로 인해 정책과 생활 정보가 실시간으로 주민들에게 충분히 전달되지 못하는 한계를 겪어 왔다. 특히 고령층과 디지털 정보 취약계층을 포함한 전 세대가 필요한 시정 정보를 제때 이해하고 활용하는 데 어려움이 있다는 점이 지속적으로 제기돼 왔다.
이번 사업의 핵심은 AI 기반 숏폼 콘텐츠 자동 제작 기술이다. 시정·생활정보 자료에서 핵심 메시지를 AI가 자동으로 추출해 20~30초 분량의 짧은 영상으로 제작하며, 이를 통해 주민들이 직관적으로 정보를 이해할 수 있도록 한다. 제작된 숏폼 콘텐츠는 지원사업 안내를 비롯해 재난·안전·교통 정보, 복지·생활정책, 각종 행사 일정 및 참여 안내 등 다양한 행정 정보를 전달하는 데 활용될 예정이다.
영천시는 숏폼 콘텐츠를 활용해 정보 접근성의 세대 간 격차를 해소하고, 주민들의 행정 이해도와 참여도를 높인다는 계획이다.
황재철 영천시 홍보전산실장은 “AI 기술은 단순한 디지털 도구를 넘어 전 세대가 체감할 수 있는 행정정보 전달 방식을 변화시킬 수 있는 중요한 수단”이라며 “이번 사업을 통해 주민들이 시정 정보를 쉽고 빠르게 접할 수 있도록 하고, 행정 참여도 역시 확대해 나가겠다”고 말했다.

The short-form content will be used to deliver a variety of administrative information, including support program information, disaster, safety, and transportation information, welfare and lifestyle policies, event schedules, and participation information.
Yeongcheon City plans to leverage short-form content to bridge the generational gap in information accessibility and increase residents' understanding and participation in administrative affairs.
