영천시는 행정안전부 주관 ‘2026년 공감e가득’ 공모사업에 최종 선정돼 국비 1억 4천만 원을 확보했다고 23일 밝혔다.
이번 사업은 생성형 AI를 활용해 기존 행정 문서를 시민 눈높이에 맞는 영상 콘텐츠로 재구성하는 것이 핵심이다. 시는 하나의 행정 문서를 분석해 모바일 환경에 적합한 표준형 영상과 정보 취약계층을 위한 접근성 강화 영상 등 두 가지 형태로 제작·제공할 계획이다.
표준형 영상은 짧고 간결한 형식으로 제작돼 시 공식 SNS를 통해 배포되며, 접근성 강화 영상은 큰 글씨와 높은 대비 색상, 느린 재생 속도를 적용해 시력이 낮거나 정보 접근이 어려운 시민도 쉽게 이해할 수 있도록 설계된다. 특히 지역에 친숙한 음성합성기술(TTS)을 활용해 정보 전달에 대한 심리적 장벽을 낮춘 점이 특징이다.
영천시는 사업 추진 과정에서 행정 용어를 일상 언어로 변환하는 시스템을 구축하고, 별도의 장비 도입 없이 기존 인프라와 통신망을 활용해 효율성을 높일 방침이다. 또한 주민 참여 조직인 ‘주민 스스로해결단’을 운영해 콘텐츠 이해도를 점검하고 개선 의견을 반영할 계획이다.
시는 이번 AI 기반 시스템 도입으로 시정 정보를 직관적인 영상으로 제공함으로써 정보 격차를 해소하고 행정서비스 접근성과 효율성을 동시에 높일 수 있을 것으로 기대하고 있다.
황재철 영천시 홍보전산실장은 “이번 공모 선정은 기술 중심 행정을 넘어 시민 누구도 정보에서 소외되지 않는 소통 행정으로 나아가는 계기”라며 “지자체 행정의 새로운 표준이 될 수 있도록 사업 추진에 만전을 기하겠다”고 말했다.
