먼저 들녘 단위 공동영농 기반의 콩·양파 이모작 사업을 34개소(34ha), 총 10억 원 규모로 추진해 동일 농지에서 복수 수확이 가능한 구조를 구축하고 소득 다변화를 유도한다.

또한 2026~2027년 100ha 규모의 ‘콩 자립형 융복합단지’를 조성해 생산·가공·유통을 일원화한다. 총 20억 원을 투입해 재배 전 과정 기계화와 함께 두부·두유·장류 가공시설까지 구축할 계획이다.
