16일 울진군은 '민원 처리에 관한 법률 시행령' 개정안이 지난해 10월 29일부터 시행되면서 특이(악성) 민원인에 대한 퇴거 및 출입 제한의 법적 근거가 명확해졌다고 밝혔다.

주요 조치 사항은 ▲상습적으로 공무를 방해하는 민원인에 대한 청사 출입 제한 ▲폭언·협박이 지속될 경우 현장 책임자의 판단에 따른 즉각적인 퇴거 조치 등이다.

그동안 일선 현장 공무원들은 민원인의 폭언과 협박에도 적극적으로 대응하기 어려워 정신적 고통을 호소해 왔다. 이번 대응 강화는 이러한 현장의 목소리를 반영해 공무원이 보다 안전한 환경에서 업무에 전념할 수 있도록 제도적 장치를 마련했다는 점에서 의미가 크다.

울진군 관계자는 “공무원에 대한 폭행과 업무 방해는 단순한 개인의 일탈을 넘어 행정서비스 전체의 질을 떨어뜨리는 행위”라며 “민원인의 권익은 존중하되, 도를 넘는 위법 행위에는 엄정하게 대처해 군민 모두가 안심하고 방문할 수 있는 민원실 환경을 조성하겠다”고 말했다.
