【브레이크뉴스 대구】이성현 기자=한국국학진흥원(원장 정종섭)은 ‘유네스코 세계기록유산 아시아․태평양 지역목록(유네스코 아․태기록유산)’등재와 아시아‧태평양 지역 유네스코 세계기록유산에 대한 활용과 접근성 제고를 위한 국제기구인 ‘유네스코 세계기록유산 아시아‧태평양 지역위원회(MOWCAP: Memory of the World Committee for Asis/Pacific)’사무국을 유치했다고 10일 밝혔다.

이를 위해 MOWCAP과 한국국학진흥원은 지난 5월 9일 MOU를 체결하고, 기존 사무국 업무를 이관받아 올해 7월 1일부터 MOWCAP사무국 역할을 수행하게 된다.

더불어 한국국학진흥원은 ‘유네스코 아‧태기록유산’등재 대상 목록을 심사‧결정하고 향후 2년의 MOWCAP 운영 방안을 결정하는 MOWCAP 9차 총회도 함께 유치했다. 총회는 올해 11월 24일부터 28일까지 안동에 새로 개장하는 안동컨벤션센터에서 개최된다.

아시아‧태평양 지역 유네스코 기록유산의 중심지

MOWCAP은 유네스코에 의해 설립된 세계기록유산 사업의 아시아‧태평양 지역위원회이다. 기록유산은 그 특성상 전 세계에 영향을 끼칠 수도 있지만, 동시에 지역별로 중요한 영향을 끼친 기록물도 있다. 이러한 이유에서 유네스코는 등재유산 제도 가운데 기록유산만 국제목록과 지역목록, 그리고 국가목록을 두도록 규정하고 있다.

국제목록은 세계기록유산 프로그램을 운영하는 국제자문위원회(IAC: International Advisory Committee)에서 운영하며, 지역목록은 각 지역 위원회를 구성해서 담당하도록 했다. 현재 지역목록 활동이 활발하게 이루어지는 지역은 아시아‧태평양 지역을 비롯하여, 라틴 아메리카, 그리고 아프리카이다.

MOWCAP은 유네스코 세계기록유산 지역목록의 등재 및 접근성 제고를 목적으로 1997년 설립되어 1998년 중국 베이징에서 1차 총회를 개최하면서 정식 발족했다. 현재 아시아‧태평양 지역 43개 회원국을 두고 있으며, 23개국에 산재한 46개 기록유산을 유네스코 아‧태기록유산으로 등재하여 관리하고 있다.

현재 한국은 ‘한국의 편액’(한국국학진흥원)과 ‘만인의 청원, 만인소’(한국국학진흥원), 그리고‘궁중편액과 현판’(국립 고궁박물관) 3개가 등재되어 있다. 이번에 경북에서 유치한 MOWCAP 사무국은 MOWCAP의 등재 업무와 국제 협업 업무, 등재 목록에 대한 모니터링과 관리 등의 업무를 담당하게 된다. 이는 아시아‧태평양 지역에서 세계기록유산 관련 핵심 업무들로, 경북이 기록유산 관련 국제적 기여에 본격적으로 나선 것이다.

제9차 MOWCAP 총회를 통해, 명실상부한 국제 기록유산의 중심으로

유네스코 세계기록유산 국제목록 등재를 결정하는 IAC 총회가 격년으로 매 홀수년에 개최되는 것에 발맞추어 MOWCAP 총회는 격년으로 매 짝수년에 개최된다. MOWCAP 총회에서는 ‘유네스코 아‧태기록유산’에 등재 신청한 기록물을 심사하여 등재를 최종 결정하고, 지난 2년 간 유네스코 세계기록유산 국가위원회의 활동을 보고받는다.

더불어 향후 2년의 MOWCAP 운영에 전반적인 사항을 의결하고, 방향을 결정한다. 2022년은 2018년 이후 4년 만에 열리는 총회(2020년 총회는 새로운 등재 절차 마련으로 인해 개최되지 않았음)로, 새롭게 확정된 등재 프로세스에 대한 공유와 임원진 선출 등이 이루어질 예정이다.

한국국학진흥원은 MOWCAP 사무국 유치에 따라 세계기록유산 지역으로서의 인지도 제고 및 기록유산 관련 전문가들의 지역 방문을 유도하기 위해 제9차 MOWCAP 총회를 안동에 유치하고, 국제회의를 위한 만반의 준비에 들어갔다. 11월 24일에서 28일까지 열리는 이번 총회는 새롭게 개장하는 안동컨벤션 센터에서 개최된다. 이 총회에서 얼마 전 유네스코 아‧태지역 기록유산 후보로 경북이 신청하여 국내후보로 선정된 ‘내방가사’와 ‘삼국유사’의 등재 여부가 최종 결정된다.

이와 더불어 한국국학진흥원은 안동시와 협업하여 이번 총회 기간에 유네스코 세계기록유산 사업에 대한 내용을 공유하고, 그 속에서 유네스코 아‧태기록유산의 가치에 대한 인식을 제고하는 국제 학술대회를 함께 개최할 예정이다. 이 회의에는 MOWCAP 관계자 및 43개 회원국 국가위원회 대표, 그리고 유네스코 아‧태지역 기록유산 등재를 신청한 나라 대표 등 약 100여 명 이상의 국내외 기록유산 전문가들이 참여할 것으로 예상된다.

한국국학진흥원, 등재를 넘어 세계기록유산에 대한 국제적 역할을 담당

한국국학진흥원은 2015년‘유교책판’을 유네스코 세계기록유산 국제목록에 등재한 이후, 2016년 ‘한국의 편액’을 아‧태지역목록에, 2017년에는 국채보상운동기념사업회와 함께 '국채보상운동 기록물'을 국제목록에, 그리고 2018년에는 ‘만인의 청원, 만인소’를 아태지역목록에 등재시켰다. 이로써 불과 4년만에 유네스코 세계기록유산 국제목록 2건과 지역목록 2건을 합해 총 4건의 세계기록유산을 등재 시킨 지역이 되었다.

그리고 올해 총회를 통해‘내방가사’와 ‘삼국유사’가 최종 등재된다면 총 6건의 세계기록유산을 소장한 지역으로 부상한다. 특히 한국국학진흥원은 지역목록을 다시 국제목록에 등재하고, 새로운 기록유산의 가치를 발굴하여 지역 및 국제목록에 등재할 계획을 세우고 있다.

이렇게 등재에 노력하면서도, 한국국학진흥원은 기록유산의 가치를 공유하고 활용하는 기록유산 프로그램의 본래 목적에 대한 기여에서 게을리 하지 않고 있다. 특히 2018년 IAC에서 운영하는 ‘한국 세계기록유산 지식센터(KMOW-KC)’를 유치하여 한국인들을 대상으로 한국의 세계기록유산을 알리기 위한 노력을 적극적으로 진행하고 있다.

더불어 목판 인쇄문화에 대한 보존과 가치 공유를 위해 목판 관련 세계기록유산 소장 및 연구기관들과 협업하기 위한 ‘국제목판보존연구협의체(IAPW)’를 구성하여 국제적 연대를 강화하고 있다. 이번 MOWCAP사무국 유치는 이러한 역할을 확대하기 위한 것으로, 특히 전통 기록유산의 중심이었던 한국국학진흥원이 기록유산의 가치를 국제적으로 공유하고 연대하기 위한 노력이다.

이를 통해 한국국학진흥원은 기관이 기지니 기록유산의 가치를 인정받는 수준을 넘어, 기록유산에 대한 국제적인 기여를 통해 실질적인 세계 최고 수준의 기록유산 중심지로의 역할을 다할 예정이다. 한국국학진흥원 정종섭 원장은 “한국국학진흥원은 전통의 기록유산을 보존할 뿐만 아니라, 그러한 기록문화를 계승하고 알리는 중심 기관이다. 앞으로 기록유산에 대한 등재뿐만 아니라, 기록에 대한 국제적인 기여를 통해 세계적인 기록유산 중심 기관으로 도약할 예정이다”라고 밝혔다.

    Center of UNESCO World Heritage Sites in the Asia-Pacific region

MOWCAP is the Asia-Pacific Regional Committee on World Documentary Heritage projects established by UNESCO. Documentary heritage, by its very nature, may have an impact on the whole world, but there are also records that have had an important regional impact at the same time. For this reason, UNESCO stipulates that only documentary heritage should have international, regional, and national lists among the inscribed heritage systems.

The International Inventory is managed by the International Advisory Committee (IAC), which operates the World Record Heritage Program, and each regional committee is in charge of the regional inventory. Currently, the regions where regional inventory activities are actively conducted are Asia-Pacific, Latin America, and Africa.

MOWCAP was established in 1997 for the purpose of inscription on the UNESCO World Heritage Site List and enhancement of accessibility. Currently, there are 43 member states in the Asia-Pacific region, and 46 documentary heritages scattered in 23 countries are registered and managed as UNESCO Asia-Pacific Documentary Heritages.

Currently, there are three listed in Korea: ‘Pyeonaek of Korea’ (Korea Studies Promotion Institute), ‘Everyone’s Petition, Maninso’ (Korea Studies Promotion Agency), and ‘Gungjung Pyeonaek and Signboard’ (National Palace Museum of Korea). The MOWCAP Secretariat, which was recruited from Gyeongbuk this time, will be in charge of MOWCAP's listing, international collaboration, and monitoring and management of the listing list. These are core tasks related to the World Documentary Heritage in the Asia-Pacific region, and Gyeongbuk is actively contributing to the international contribution to the documentary heritage.

In line with the fact that the IAC General Assembly, which decides on inscription on the UNESCO World Heritage List, is held every odd-numbered year, the MOWCAP General Assembly is held every even-numbered year. At the MOWCAP General Assembly, the final decision is made by reviewing documents submitted for inscription on the ‘UNESCO Asia/Pacific Documentary Heritage’, and the activities of the UNESCO World Heritage National Committee are reported over the past two years. In addition, it decides on overall matters and determines the direction for the operation of MOWCAP for the next two years.

2022 is the first general meeting to be held in four years since 2018 (the 2020 general meeting was not held due to the provision of a new registration procedure), and the newly confirmed registration process will be shared and the selection of executives will be held.

According to the invitation of the MOWCAP Secretariat, the Korean Academy of Korean Studies hosted the 9th MOWCAP General Assembly in Andong in order to raise awareness as a World Documentary Heritage site and induce experts related to documentary heritage to visit the region, and began preparing for the international conference.

The general assembly, which will be held from November 24 to 28, will be held at the newly opened Andong Convention Center. At this general meeting, the final decision will be made on whether to inscribe 'Naebanggasa' and 'Samguk Yusa', which were recently selected as domestic candidates by Gyeongsangbuk-do as candidates for UNESCO Asia-Pacific Documentary Heritage.

In addition, the Korea Institute for National Studies will collaborate with Andong City to share the contents of the UNESCO World Documentary Heritage project during this General Assembly and hold an international academic conference to raise awareness of the value of UNESCO Asia-Pacific Documentary Heritage. The Korean Academy of National Studies takes an international role in the World Register of Heritages beyond inscription.

After registering 'Confucian Books' on the UNESCO World Heritage List in 2015, the Korean Studies Promotion Agency added 'Korea's Confucian Books' to the Asia-Pacific region list in 2016, and in 2017 with the National Debt Compensation Movement Commemorative Foundation Movement Records> was added to the international catalog, and in 2018, 'Everyone's Petition, Everyone' was added to the Asia Pacific Regional Catalog.

As a result, in just four years, a total of four UNESCO World Heritage Sites were registered on the World Register of Documents, including two on the international list and two on the regional list.

And if 'Naebanggasa' and 'Samguk Yusa' are finally registered through this year's general assembly, it will emerge as an area with a total of six World Record Heritages. In particular, the Korea Institute for the Promotion of National Studies is planning to register the regional catalog on the international catalog again, discover the value of new documentary heritage, and add it to the regional and international catalogs.

In spite of making such efforts for inscription, the Korea Institute for National Studies has not neglected to contribute to the original purpose of the documentary heritage program to share and utilize the value of documentary heritage. In particular, in 2018, the IAC hosted the Korea World Record Heritage Knowledge Center (KMOW-KC), and is actively making efforts to promote Korea's World Record Heritage to Koreans.

In addition, to preserve and share the value of woodblock printing culture, the International Association for the Study of Woodblock Conservation (IAPW) was formed to collaborate with woodblock-related World Record Heritage collections and research institutes, strengthening international solidarity. The invitation of the MOWCAP Secretariat is to expand this role, and in particular, the Korean Studies Promotion Agency, which was the center of traditional documentary heritage, is an effort to share and solidify the value of documentary heritage internationally.

Through this, the Korea Institute for National Studies will go beyond the level at which the value of the Gijini documentary heritage is recognized as an institution, and will fulfill its role as a real world-class documentary heritage center through international contributions to the documentary heritage.
