대구시는 1일 이같은 내용으로 하는 ‘대구광역시 행정기구 및 정원 조례’를 발의하고 오는 15일까지 개원 예정된 제295회 시의회 정례회의 의결을 거쳐 10월 중 조속히 시행할 예정이라고 밝혔다.

이번 한시기구 신설은 지난 7월 8일 대통령 주재로 열린 ′민선8기 시·도지사 간담회′에서 홍준표 대구시장이 행정안전부 장관에게 한시조직 운영이 필요하다는 요청을 한 뒤, 2개월간의 실무 협의를 거쳐 추진되는 것으로, 8월 31일 행안부가 확정했다.

이에 따라 신설되는 한시 기구는 원스톱기업투자센터, 군사시설이전정책관, 금호강르네상스추진기획관, 공보관, 시정혁신조정관, 정책총괄조정관으로써 대구 미래50년의 단기 가시적인 성과창출을 도모하기 위한 전담 조직 6개이며, 이들 모두 3급이다. 

대구시는 또 이들 한시기구 신설과 함께 긴급한 현안 수요를 반영한 수시 조직개편도 단행한다.

주요 내용으로는 공공기관 구조혁신의 일환으로 현재 공무원 조직으로 운영되던 도시건설본부는 대구교통공사로, 문화예술회관 및 대구미술관은 문화 예술진흥원으로 편입하고, 한다.

의회 기능을 강화하기 위해 공직선거법 개정으로 지난 6월 의원 정수 증가에 따라 위원회에  두는 전문위원수 증가를 반영하기로 했다. 이에 따라 수석전문위원 및 특별전문위원을 신설하고, 법제기능 강화를 위하한 인력도 증원한다. 

이렇게 되면 대구시 조직은 본청 3실‧9국‧2본부·86과‧348팀에서 6국‧2과‧3팀이 늘어 3실·15국·2본부·88과‧351팀으로, 사업소는 8개 사업소에서 2개 사업소가 감소해 6개 사업소 체제를 갖추게 된다. 의회는 4담당관‧7전문위원 7팀에서 2전문위원 1팀이 늘어 4담당관‧9전문위원‧8팀으로 구성된다. 각 부서의 하부조직과 인력은 필수 인력 위주로 보강하는 한편, 한시조직 신설에 따른 인력은 재배치를 원칙으로 총 정원은 6천478명에서 148명 감소한 6천330명으로 조정된다. 

홍준표 대구시장은 “대구 시민이 체감할 수 있는 성과를 창출하기 위해 자치 조직권을 발동해 필수적인 한시조직을 운영함으로써 민선8기 주요현안 과제들을 반드시 성공시키겠다”고 말했다.
