당초 국민의힘 복당과 함께 당 소속으로 경선에 임할 것으로 예상됐었다. 이날 그는 무소속 출마를 선언했다.

최 전 경제부총리는 무소속 출마 배경에 대해 “경산의 민심을 외면한 국민의힘 공관위로부터 경선 참여 기회를 보장받지 못했다”고 말했다. 그러면서 “이제 제 정치 인생 모두를 걸고, 오직 경산시민만 믿고 광야로 나가겠다”고 말했다.

그는 “경제학자 출신으로 경제의 발목을 잡는 정치를 바꾸기 위해 정치에 입문해 전국 최다득표, 4선 의원과 여당 원내대표, 장관·부총리를 역임하면서 경산 발전과 대한민국 경제 발전을 위해 온 힘을 다해 일했다”고 자부했다. 그러면서 “경산시민들과 함께 다시 한번 경산 발전의 재시동을 걸겠다”고 거듭 강조했다.

박근혜 전 대통령에 대하여는 “탄핵을 막지 못한 부분은 저의 책임이라고 생각하면서 살아가고 있다”고 아쉬워했다. 특활비 논란에 관하여는 다소 억울한 어조로 “그 당시 특활비라면 주요 공직자라면 누구나 다 쓰는 돈이다. 문재인 정권이 나 혼자만 추려내는 것이 과연 정당한 처사냐”고 되물으면서 “윤 대통령의 특별사면은 그런 사항들을 모두 고려한 것”이라고 강조했다.

최경환 전 부총리가 출마를 공식 선언하면서 경산지역은 국민의힘 류재학, 윤두현, 조지연 예비후보 3인이 경선을 치를 예정이다. 본선은 국민의힘 경선통과자 1인과 민주당, 진보당 각 1인씩과 무소속 최경환 예비후보의 싸움으로 이어지게 됐다. 최 전 부총리는 이날 오전 선관위를 찾아 직접 예비후보 등록을 마쳤다.
