대구시는 엑스코가 코트라와 대구시 등 주주로 구성된 법인인 만큼, 주주총회가 선임권을 갖고 있으며, 킨텍스(경기도)·벡스코(부산) 등 유사 기관도 청문회 대상에서 제외돼 있다는 점을 강조하고 있다. 그러나 시민단체는 “엑스코는 대구시가 80% 이상 지분을 가진 사실상의 시 출자기관으로, 법률상으로 청문회 요청을 회피할 이유가 없다”고 맞섰다.

더불어 대구시의회가 엑스코 사장 내정자에 대한 인사청문회를 권고했음에도 대구시가 이를 수용하지 않은 점에 대해서도 논란이 일고 있다. 대구경실련은 “홍준표 전 시장 체제의 폐쇄적 인사 시스템이 그대로 작동 중이며, 이는 조례 입법 취지를 무력화하는 것”이라고 비판했다.
