【브레이크뉴스 영천】이성현 기자=영천시(시장 최기문)는 민선8기 첫 추경예산안을 역대 최대 규모인 1조 3,210억원을 편성해 지난 25일 시의회에 제출했다.
26일 영천시에 따르면 이번 예산안은 민선8기 공약사항 추진에 속도감을 높이고, 가뭄, 태풍 등 자연재해 피해 신속 지원, 시민 안전 향상 및 생활 속 불편 해소, 민생경제 활성화에 중점을 두고 편성했다.
추경예산안 총 규모는 지난 1회 추경예산 1조 1,480억원보다 1,730억원(15.1%) 증가한 1조 3,210억원으로, 일반회계 1조 457억원, 기타특별회계 318억원, 공기업특별회계 918억원, 기금 1,517억원으로 역대 최대 규모이다. 특히 개청 이래 처음으로 ‘일반회계 1조원 시대’를 열어, 민선8기 공약 실현 및 시정 추진에 청신호를 밝혔다.

또 시민 안전 향상 및 생활 속 불편 해소를 위해 △도시계획도로 개설(216억) △도로확충 및 주민숙원사업 등(111억) △지능형교통체계구축사업(14억) △교통약자 이용편의증진(13억) △경로당운영 지원(7억) △공영주차장 조성(6억) △소규모공공시설 안전점검(2억)을 편성했다.
아울러 코로나19 빠른 일상회복을 위한 지역경제 활성화를 위해 △코로나19 격리자 생활지원비 지원(43억) △저소득층 한시긴급생활지원(33억) △시내버스경영안전지원(32억) △영천사랑상품권 추가 발행 지원(31억) △중소기업운전자금 이자차액보전(8억), 저신용 소상공인 특례보증지원(3억)을 편성했다.
특히, 코로나19에 이어 극심한 가뭄, 원자재 급등으로 이중고를 겪고 있는 농가의 경영안정을 위해 △농업기반시설정비(48억) △무기질비료가격인상차액지원(24억) △농작물재해보험료 지원(11억) △과수재배시설개선(5억) 등을 편성했다.
또한, 재해·재난목적 예비비 40억원을 추가 편성하여 가을 태풍, 코로나19 재유행 등 하반기 재난·재해도 빈틈없이 대비할 예정이다.
최기문 영천시장은 “민선8기 첫 추경인 만큼 공약 및 역점시책의 신속한 추진을 위해 재원을 선택·집중 투자하고, ‘주민과의 대화’ 시 제안한 시민들의 의견들을 적극 반영하여 시민이 공감할 수 있는 사업 위주로 편성했다”며 “이번 예산안이 지역경제 회복과 영천의 변화된 미래를 이끌어가는 구심점 역할을 할 수 있도록 시의회의 적극적인 협조를 부탁드린다”고 말했다.
한편, 이번 추경예산안은 제225회 영천시의회 제1차 정례회의 심의·의결을 거쳐 다음달 13일 최종 확정될 예정이다.
