이를 뒷받침하기 위해 당초예산 9조 3,897억원보다 2,624억원이 증가된 9조 6,521억원 규모의 제1회 추가경정예산안을 편성해 시의회에 제출했다.

이에 대구시의회는 3월 23일과 24일 양일간 예산결산특별위원회를 열어 2021년 대구광역시 제1차 추경 예산안 및 기금운용계획 변경안에 대한 심사를 실시할 예정이다.  

세입재원은 2020년도 초과세입 및 집행잔액 발생에 따른 순세계잉여금 2,563억원과 코로나19 긴급대응과 생활치료센터 운영 국고보조금 등을 반영한 총 2,624억원이다.

특히 이번 추경안은 코로나19 장기화로 인해 생존의 위기에 직면한 취약계층의 삶을 보듬고, 일자리를 지원하는 한편, 정부 지원에서 소외된 사각지대를 보다 촘촘히 지원하고자 마련되었다.

주요세출내용은 대구형 희망플러스 일자리 확대 공급, 대구형 버팀목플러스 자금 지원, 위기가구 긴급 생활안정 지원 확대, 코로나19 방역 및 공공의료 역량 강화 등 정부지원 사각지대 보완과 일자리·긴급복지 중심의 대구형 경제방역에 집중했다.

이에 따라 대구시는 구·군과 함께 일자리 예산 시비 250억원과 구·군비 250억원을 긴급 투입하여 대구형 희망플러스 일자리를 1만명분(3,000명/121억원 → 13,000명/621억원)을 추가로 공급하며 정부 버팀목자금의 사각지대를 보완하기 위해 정부에서 지원받지 못하는 여행관광업, 공연전시업 등 2만 6천여명에게 대구시 자체재원 130억원을 마련하여 대구형 버팀목 플러스 자금을 지원한다.

또한 코로나19로 생계가 어려워진 위기가구 긴급 생활안정 지원을 위해 생계비·교육비·주거비 등의 긴급복지 지원을 151억원(15,000가구)에서 351억원(35,000가구)까지 확대하고 집단감염에 취약한 어린이집·전통시장 등에 대한 방역물품 지원(25억원)과 코로나19 환자 치료에 여념이 없는 지역 의료기관 등 지원(133억원), 그리고 재난관리기금 재원 확충 114억원 등 총 279억원을 코로나19 방역 및 공공의료 역량 강화 등에 지원한다.

아울러 2020년도에 발생한 초과세입 등에 따른 구·군 조정교부금과 교육재정부담금 등 법정·의무적 경비 1,865억원을 지원할 예정이다.
