지난해 주호영 의원 발 신공항 특별법이 발의된 뒤, 해당 법률안은 2022년 연내 통과를 목표로 대구시와 경북도가 지원에 나섰지만, 여야의 각종 정치적 쟁점과 예산 심의 문제로 실패했다. 

해를 넘긴 법안은 올해 1월 임시국회에서 통과시킬 예정이었으나 복병이 나타났다. 부산 사하구 갑 출신의 민주당 최인호 국회의원이 TK싱공항 특별법의 몇 가지 조항을 예로 들며 통과 반대를 하고 나선 것. 

최 의원의 통과 반대는 예산 문제와 중추 공항 역할이라는 조항 때문으로 보인다. 기부대양여 방식을 취하면서 국비를 왜 또 지원해야 하느냐, 가덕도 신공항과 예산 투입 시기가 겹쳐 두 사업 모두 힘들게 가는 것 아니냐는 것. 

결국 이해 관계자인 홍준표 대구시장과 오해로 시작된 설전은 앙금으로 깊어져 갈 조짐까지 보였다. 결국 이철우 경북도지사가 중재에 나섰다. 최근에 그는 (통과를)반대하지는 않는다는 입장을 내놓고 있다. 

이 지사가 중재하고 대구와 경북이 국회로 뛰어가 오해성 쟁점들을 설명하는 사이, 국회에서는 상임위 소속 강대식 (대구 동구을)의원이 통과를 위해 동분서주했다.

사실 강 의원과 신공항은 떼려야 뗄 수 없는 관계로, 그가 구의원 시절 유승민 전 의원이 K2의 이전을 공약으로 내걸으며 관련 정보들을 수집하고 법안을 다듬고 조율하는 등의 역할을 함께 했다. 

구청장 시절에는 K2 이전과 더불어 금호강 및 이전지 개발과 관련해 고민했어야 했고, 국회의원이 되어서는 이전지 유치 경쟁과 공항 건설 후속 대책까지 고민해야 하는 역할이 주어졌다. 다시 말해 기지와 공항의 이전에서부터 신공항 건설에 이르기까지 그의 손을 거치지 않은 곳이 없을 만큼 K2 이전과 신공항 건설은 그와 관련성이 깊다.

16일 첫 소위를 마친 뒤 강 의원은 “이제서야 선을 봤다”고 안도하면서 “잘 될 거 같다. 3월 용역이 시작되기 전까지는 통과될 것 같다. 야당에 설명도 잘했고, 협조도 잘 구해놓았다. 쟁점이 되는 부분은 관련 부처와 잘 협의하고, 맛있게 요리해 3월 밥상에 맛있는 요리로 올려 드리겠다”고 한숨을 돌렸다.
