【브레이크뉴스 대구】진예솔 기자=국민의힘 강대식 의원(대구 동구군위군을)이 사업용 화물자동차의 등록 차령제한 완화를 위해 팔을 걷어부쳤다.
강대식 의원은 10일 사업용 화물자동차의 차령 제한을 현행 3년에서 5년으로 완화하는 내용의 ‘화물자동차 운수사업법’ 개정안을 대표 발의했다.현행법령에서 사업용 화물자동차는 신규등록, 증차, 폐차 후 대차등록할 경우 차량의 차령(출고 이후 사용한 햇수)을 3년으로 제한하고 있다.
해당 규정은 지난 2002년 8월 개정된 것으로 지난 20년간 화물자동차 제작기술 발달과 도로여건 개선, 교통안전 관련 규제 및 자동차 검사기준 강화 등 차량의 운행여건이 나아지고 있는 현실을 반영하지 못한 채 제자리에 머물러 있는 상황이다.
이로 인해 차령이 4년 이상 된 화물자동차를 소유하고 있는 화물차주가 화물운송사업을 양수받아 새롭게 사업을 시작(등록)할 경우 본인 소유 화물자동차가 있음에도 차령 3년 이내의 화물자동차 차량을 구입해야 하는 등의 문제점이 발생해 화물업계의 과도한 부담으로 작용하고 있다.

이에 강대식 의원은 “이번 개정안이 통과되어 사업용 화물자동차의 차령제도 운영의 효율성을 높이고, 화물자동차의 조기폐차를 줄이는 등 불필요한 자원낭비를 없앨 수 있기를 바란다”며 “앞으로도 전 산업분야의 구시대적 불합리한 규제를 살펴보고 문제해결을 위해 앞장서겠다”라고 덧붙였다.
