【브레이크뉴스 】이성현 기자=대구시와 5대 공공기관(LH,한국공항공사, 대구도시개발공사,대구교통공사,경북개발공사)가 20일 ‘대구경북신공항 건설 및 종전부지 개발사업’의 성공적 추진을 지원하기 위한 업무협약을 체결했다.

대구시를 비롯한 5개 공공기관은 대한민국 최초의 민간·군공항 통합 이전사업이자, 역대 최대 규모의 기부 대 양여사업인 본 사업의 원활한 추진을 위해 사업계획 수립과 민간참여자 선정, 신속하고 원만한 사업 여건 개선 등에 적극 협력해 나가기로 하고, 특히 SPC(특수목적법인)에 대한 출자, 구성원의 역할과 의무 등 구체적인 사항을 긴밀히 협의해 나가기로 했다고 밝혔다.

TK신공항 건설사업은 1)K-2 군 공항을 확장‧이전해 원활한 작전수행을 통해 국가안보를 책임지고 2) 하늘길을 열어 수도권에 집중된 첨단산업의 지방 유치를 가능하게 하는 국가균형발전의 핵심과제로 일컬어지고 있다. 

특히, 달빛 고속철도 특별법 제정에 따라 건설될 철도망과 함께 TK신공항을 중심으로 신공항도시(에어시티), 첨단산업단지 및 K-2 후적지 등과 연계하는 남부 거대경제권을 창출의 대역사이기도 하다.  

대구시는 “대규모 사업에 대한 풍부한 경험과 전문성을 보유한 공공기관과 지역 현안에 밝은 지방공기업의 협력체계를 구축해 TK신공항 SPC 구성을 신속하고 차질 없이 추진하기 위해 협약을 체결한 만큼, 이번 협약을 추진동력으로 올해 상반기 내에 공공‧민간이 참여하는 SPC(특수목적법인) 구성을 완료하는 데 총력을 다해 나갈 방침이라고 강조했다.

본 사업의 성공 열쇠가 LH의 SPC 포함 여부였던만큼, 이날 협약체결은 TK신공항의 성공적 건설을 앞당길 것으로 전망된다. 대구시는 향후 원활한 재원 조달을 위한 금융기관 업무협약을 체결하고, 3월 중으로 민간참여자 모집 공고를 추진, 6월까지는 SPC 구성을 위한 우선협상대상자를 선정할 방침이다. 이어서 올 하반기에 SPC 설립을 완료하고, 기본 및 실시설계(’24~’25년)를 거쳐 2025년에는 토지 보상과 착공에 들어간뒤 2029년 개항의 목표를 차질 없이 달성해 나가겠다”고 밝혔다. 

홍준표 대구광역시장은 “TK신공항 건설사업은 과거 한반도 3대 도시였던 대구의 영광을 되살리고, 산업구조 재편과 일자리 창출로 국가균형발전을 실현하는 핵심사업”임을 강조하고 “오늘 협약체결을 계기로 공공기관 및 정부와 원활한 협력체계를 구축하고, TK신공항의 성공적인 추진을 위해 모든 역량을 집중하겠다”고 말했다.
