【브레이크뉴스 대구】진예솔 기자=국민의힘 이인선 의원(대구 수성을)이 개최한 EU-CBAM 등 글로벌 탄소규제 국내 철강산업 대응방안 토론회가 성황리에 마무리 되었다.

12일 오전 10시 국회의원회관 제1세미나실에서 열린 토론회는 국민의힘 박성민 전략기획부총장, 박수영 여의도연구원장을 비롯하여 국민의힘 소속 다수의 국회의원들과 각계 인사들이 참석한 가운데 진행되었다.

파리협정에 따라 2050 탄소중립을 선언한 전 세계는 국가별로 감축 목표를 설정했다. 특히 유럽연합(EU)은 탄소국경조정제도(CBAM) 제도를 도입해 생산과정에서 발생한 탄소량만큼 탄소배출권을 구매하도록 강제하고 있어 앞으로 유사한 제도들이 주요 선진국을 중심으로 확대될 가능성이 크다.

대한민국은 EU에 철강을 5번째로 많이 수출하는 국가로 수출액은 2021년 기준 43억 달러에 이르며 CBAM 대상 수출업종의 90%를 차지할 정도로 전세계적 흐름에 발 빠른 대응방안이 필요한 상황이다.

이에 이인선 의원은 해결책 모색을 위한 토론회를 열어 탄소규제 대응을 위한 방안 논의에 나섰다.

행사에서 발제를 맡은 서울과학기술대학교 이상준 교수는 “철강산업은 對 EU 수출액이 가장 많은 업종으로 전환 기간 동안 플라스틱, 유기 화학품으로 대상 품목을 확대 검토할 예정.”이라며 “21년 對 EU 수출액이 플라스틱 50억 불, 유기 화학품 18억 에 달하는 품목에도 영향확대가 우려된다.”고 말했다.

이어 대외경제정책연구원 이주관 부연구위원은 “탄소경쟁력 확보를 위한 정책의 경쟁적 도입이 확대되고 있다.”고 밝히며 “선진국 위주의 일방주위적 통상 규칙은 기후변화 대응에 있어 선진국과 개도국 간 격차를 내며 개도국 환경정책에 정치적 영향을 주는 수단.”이라며 탄소 통상질서 변화 방향을 전했다.

이어진 전문가 토론에서는 미국의 철강회사 누코 (Nucor) 등 주요 철강기업들이 “고로와 전기로를 구분하여 규제할 경우 탄소 배출량이 현저히 작은 전기로 역차별이 있을 수 있다.”는 탄소 감축 관련 입장과 함께 “컬러강판 도료 사용시 탄소배출이 많은 가열건조형 도료 대신 UV 도료사용을 확대하고 있다.”며 현장의 노력을 덧붙여 말했다.

이날 행사를 주최한 이인선 의원은 “국제사회의 탄소 장벽을 효율적으로 대응하기 위해 건설적인 대안을 도모하는 자리였다.”며 “글로벌 탄소규제를 지혜롭게 대처해 나간다면 규제라는 산을 맞닥뜨린 철강산업 위기가 기회로 전환되고 재도약이 함께 추진될 것.” 이라고 했다.
