【브레이크뉴스 대구】진예솔 기자=중국인 여행자의 세관 위반이 급증하고 있다. 면세 한도 초과와 불법 의약품 반입, 위조상품 등 유형도 다양해 무비자 입국이 확대되면서 범죄 위험이 커질 것이란 우려가 나온다.

국회 기획재정위원회 소속 이인선 국민의힘 의원이 16일 관세청에서 받은 자료를 보면, 2020년부터 올해 9월까지 최근 6년간 중국인 여행자의 세관 위반 건수는 모두 7만2천여 건에 달했다.

특히 코로나19 이후 위반 건수가 꾸준히 늘고 있으며, 올해 1월부터 9월까지도 이미 전년도(2만2천여 건)에 가까운 1만7천여 건이 적발됐다.

올해 9월까지 적발된 유형별로 보면 면세한도 초과 반입 6,073건, 반입금지 물품(불법 의약품·건강 위해 식품류·총포·도검류 등) 3,485건, 상업목적 반입 42건, 검역 인계 4,311건, 기타(위조상품 등) 3,349건으로 집계됐다.

관세청에 따르면 '보따리상(다이궁)'으로 확인된 단체 관광객들이 인천·평택·군산항 등을 통해 상업 목적의 물품을 대량으로 반입하다 적발되는 사례가 끊이지 않고 있다. 이들은 주로 중국산 농산물과 불법 의약품 등 상업용 물품을 휴대 반입하면서 면세 범위를 넘거나, 불법 의약품과 건강 위해 식품을 들여오다 세관에 적발됐다.

중국인 여행자의 면세한도 초과 반입, 위조·모조품 반입, 신고 누락·허위신고와 같은 세관 위반 건수는 매년 꾸준히 늘고 있으며, 현재 무비자 단체 관광객 입국이 본격화되면서 그 규모가 더욱 커질 것으로 전망된다.

이 의원실이 관세청에 확인한 결과, 현재 무비자 입국자 증가에 대비한 별도의 전담 통관팀은 운영되고 있지 않은 것으로 확인됐다.

정부가 내수 관광 활성화를 위해 무비자 입국을 추진하고 있지만, 최근 사회를 떠들썩하게 했던 KT 소액결제 해킹 사건이나 마약 밀수에 중국 보따리상이 연루된 사실이 드러나면서 국민적 우려가 커지고 있다. 무비자 입국이 본격화되고 있는 상황에서 세관 위반과 불법 반입 증가에 대한 앞선 대응이 시급하다는 지적이 제기된다.

이인선 의원은 "마약, 절도, 보이스피싱, 환치기 등 나라를 병들게 하는 중국발 범죄들이 관세청의 감시망을 뚫고 들어와 버젓이 행해지고 있다"며 "이처럼 범죄가 되풀이될 경우 중국인 관광객에 대한 신뢰가 떨어지고 정부의 무비자 관광 활성화 정책에도 차질이 불가피하다"고 지적했다.

He added, "If such crimes continue, trust in Chinese tourists will decline and the government's visa-free tourism promotion policy will inevitably be disrupted."

He continued, "We must establish a thorough customs clearance management and prevention system in advance to prevent the system from being revised only after our citizens have suffered."
