대구시 측 주장대로라면, 시장 권한대행조차 모르게 사업이 비밀리에 추진되고 있다는 비판을 피하기 어려운 상황이다.

이런 모습은 대구시 행정의 투명성과 신뢰성에 대한 근본적인 의문을 낳고, 시민들에게 큰 혼란을 안기고 있다.
