23일 대구시의회 제308회 임시회 제2차 본회의에서 육정미 의원(비례대표)은 시정질문을 통해 대구시 ‘박정희 기념사업’ 추진 중단을 촉구했다.

육 의원은 대구시가 박정희 기념사업을 위한 조례가 통과되기도 전에 박정희 동상 건립을 위한 14억 5,000만원의 예산을 편성한 것을 두고 “원칙 없는 행정”이라고 꼬집었다.

그러면서 “기념사업은 공론화를 통해 여러 의견을 들어본 후 결과를 가지고 공감과 지지를 얻는 것이 예산 편성이나 조례 제정보다 먼저”라고 주장했다.

육정미 의원은 “이러한 민주적 절차의 누락은 또 다시 홍시장의 독선적 행정을 보여준다”며 “조례가 제정되지 못할 경우 해당 예산을 어떻게 처리할지 생각한 것이 있나?”라고 질문을 던졌다.

이날 답변은 24일 예정된 중국 청두 시장포럼 및 청두 세계 원예 박람회 참석 등의 이유로 불참한 홍준표 시장을 대신해 김선조 행정부시장이 했다.

김 부시장은 “어제 시장님께서 말씀하셨다시피 정부 예산안을 제출할 때도 예산 부속 법안이 같이 제출되는 게 상례”라며 “타 지방자치단체에서도 조례안과 예산이 같이 제출되는 경우가 상당히 있다”고 설명했다.

그러면서 “박정희 대통령에 대한 여러 가지 평가가 있지만 5천년 가난을 끊어내신 분이기 때문에 14억 5천만 원이라는 예산을 들이는 것이 대구시 재정에 압박을 주느냐 아니냐 하는 것은 여러 각도에서 볼 수 있다”고 말했다.

또한 그는 “250만 대구시민의 대표라고 할 수 있는 시의회가 가장 큰 공론화의 장”이라며 “예산이 정당한가 아닌가는 시의회 심의 과정에서 충분히 논의될 수 있을 것이라 본다”고 답변했다.

이어 보충질의에 나선 이동욱 의원은 대구시가 제출한 조례안에 대해 문제를 제기했다. 그는 “기념사업에 대한 찬성, 반대 여부를 떠나 의회를 무시한다는 느낌을 받았다. 제출된 조례가 단 3줄”이라고 말했다.

또한 “의원 생활 10여 년을 하면서 이런 조례는 처음이다”며 “세칙이 없다. 집행부에서 임의대로 하겠다는 의미 같다”고 지적했다.

지역 곳곳에서 해당 사업에 대한 반발이 빗발치고 있지만 홍준표 대구시장의 입장은 단호하다. 홍 시장은 22일 대구시의회 임시회 개회식 제안설명에서 “대구는 제2의 산업화 시대를 열어가야 하며 과거의 자랑스러운 역사 재조명도 함께 이루어져야 한다”며 “박정희 전 대통령의 산업화 정신을 기리기 위해 동상을 세우는 것이 필요하다”고 강행의지를 밝혔다.

이 가운데 공이 대구시의회로 넘어오면서 사업 제동 여부에 이목이 쏠린다. 대구시의회 기획행정위원회는 오는 26일 ‘대구광역시 박정희 대통령 기념사업에 관한 조례안’을 심의할 예정이다.
