23일 오후 2시, 동대구역 광장에서 박정희 동상 제막식이 열렸다. 박정희 동상은 높이 3ｍ로 밀짚모자를 쓰고 볏단을 든 모습이었다.

이날 행사에는 홍준표 대구시장과 이만규 대구시의회 의장, 강은희 대구시교육감 등이 참석했다.

동상이 공개되기에 앞서 ‘박정희우상화사업반대 범시민운동본부’는 기자회견을 열고 대구시를 규탄했다.

이들은 “박정희 전 대통령은 정부 최초로 정권을 찬탈한 내란의 원조이자 독재의 화신”이라며 “동상을 당장 철거하라”고 촉구했다.

또한 “대통령의 계엄령 선포로 민주주의가 위협을 받는 상황에서 홍 시장은 내란의 원조인 박정희의 망령을 불러내려 한다”며 비판했다.

그러나 홍준표 대구시장은 반대하는 시민들의 의견은 아랑곳 않은 채 “신경 쓸 것 없다. 저렇게 해본들 아무 소용없다”는 입장을 밝혔다.

그는 “대구시민들은 70% 이상 찬성한다”며 “여러분들은 기쁜 마음으로 제막식에 참여해달라”고 덧붙였다.

동상 설치로 인한 파장은 한동안 이어질 것으로 예상된다. 국가철도공단이 지난 13일 대구지방법원에 ‘공사 중지 가처분 신청’을 제기했음에도 불구하고 대구시가 동상 설치를 강행하면서다.

국가철도공단은 “동대구역 고가교는 국가 소유 토지 지상에 설치된 구조물”이라며 “준공 전까지 대한민국 또는 채권자인 국가철도공단에 소유권이 있다”고 밝히며 지난달 13일, 26일, 지난 6일 등 세 차례에 걸쳐 대구시에 공문을 보내 추가 시설물 설치를 협의하자고 제안한 것으로 알려진다.

반면 대구시는 2018년 제정한 ‘대구시 동대구역 광장 관리 조례’에 따라 시에 광장 사용 허가 및 사용제한, 사용료 부과 등 동대구역 관리·사용·수익권이 있다고 주장하고 있다.

Civic groups and others strongly opposed the Daegu City’s push to install a statue of former President Park Chung-hee.

However, Daegu Mayor Hong Joon-pyo ignored the opinions of citizens who opposed it and said, “There’s no need to worry about it,” and “It’s no use doing that.”

He added, “More than 70% of Daegu citizens are in favor,” and “Please participate in the unveiling ceremony with a happy heart.”

The repercussions of the statue’s installation are expected to continue for a while. This is because Daegu City pushed ahead with the statue’s installation despite the Korea Railroad Corporation filing an “injunction to suspend construction” with the Daegu District Court on the 13th.

The Korea Railroad Corporation stated, “The Dongdaegu Station overpass is a structure installed on state-owned land,” and “Until completion, the Republic of Korea or the Korea Railroad Corporation, the creditor, owns the property,” and reportedly sent official letters to Daegu City on three occasions—on the 13th, 26th, and 6th of last month—proposing to discuss the installation of additional facilities.

On the other hand, Daegu City claims that it has the right to manage, use, and benefit from Dongdaegu Station, including the right to grant permission for use of the plaza, restrict use, and impose usage fees, according to the ‘Daegu City Dongdaegu Station Plaza Management Ordinance’ enacted in 2018.
