안동시는 김형동 국회의원, 경상북도와 함께 2월 23일 국회의원회관에서 국내 헴프산업 발전을 위한 규제개선 방안 모색 정책토론회를 개최했다.

이번 토론회는 산업용 헴프를 둘러싼 국내외 규제·정책 환경을 점검하고, 경북 산업용 헴프 규제자유특구에서 축적된 실증 성과를 토대로 향후 제도 개선과 단계적 제도화 방안을 논의하기 위해 마련됐다.

이날 행사에는 국회와 관계부처, 지자체, 연구기관, 기업, 의약·법률 전문가 등 50여 명이 참석해 헴프 산업의 성장 가능성과 사회적 수용성 확보, 안전관리 체계 구축 방안 등을 집중적으로 논의했다. 참석자들은 산업 확대에 앞서 국민 안전을 전제로 한 관리체계 정립과 실증특례 이후 제도 전환 방향 설정이 중요하다는 데 의견을 모았다.

주제 발표에서는 경북 산업용 헴프 규제자유특구의 실증 성과와 연구 동향이 공유됐다. 재배부터 제조, 보관, 이동, 폐기에 이르는 전 주기 이력관리 체계와 엄격한 안전관리 운영 사례가 소개되며, 공공 관리체계 하에서 헴프 산업의 관리 가능성이 현장 데이터와 함께 제시됐다.

이어 글로벌 바이오 공급망 재편 흐름 속에서 한국형 헴프의 경쟁력 확보 전략도 다뤄졌다. 미량 칸나비노이드 시장 성장 전망과 함께 표준화, 품질관리, 원료의약품 등록 API DMF 등 글로벌 의약품 시장 진입을 위한 과학적 접근의 필요성이 강조됐다.

종합토론에서는 미량 칸나비노이드 활용 가능성과 합리적 관리체계 설계, 중앙정부와 지방자치단체 간 역할 분담 등에 대한 다양한 정책 제언이 나왔다. 참석자들은 과학적 근거에 기반한 관리 기준 마련과 사회적 신뢰 확보가 산업의 지속 가능한 성장의 전제 조건이라는 데 공감했다.

안동시는 이번 정책토론회를 계기로 특구에서 축적된 실증 성과를 중앙정부 정책 논의와 제도 개선으로 연계해 나갈 방침이다.

The forum was designed to examine the domestic and international regulatory and policy environments surrounding industrial hemp and to discuss future institutional improvements and phased institutionalization plans based on the empirical results accumulated in the Gyeongbuk Industrial Hemp Regulation-Free Zone.

Approximately 50 participants, including representatives from the National Assembly, relevant ministries, local governments, research institutes, businesses, and pharmaceutical and legal experts, attended the event. The discussions focused on the growth potential of the hemp industry, securing social acceptance, and establishing a safety management system. Participants agreed that establishing scientifically based management standards and securing social trust are prerequisites for sustainable growth in the industry.

Andong City plans to leverage this policy discussion to leverage the empirical results accumulated in the special zone to drive central government policy discussions and institutional improvements.
