이번 추가경정예산안 편성 기본방향은 △코로나19 장기화에 따른 교육결손 및 기초학력 회복 △학생들의 쾌적한 교육환경 조성 △미래교육을 대비한 스마트 학습환경 구축 △학생들의 학습, 심리·정서, 사회성 등 학습결손을 회복하기 위한 교육력 회복 강화에 중점을 두었다.
또한 2021년부터 2025년까지 국가시책 사업으로 시행되고 있는 그린스마트스쿨 총 사업비가 약 1조 5,358억 원이 소요될 예정으로 이를 대비하기 위해 교육시설 환경개선기금에 5,249억 원을 적립했다.
