먼저 공공기관 임원의 기본연봉 상한을 1억 2천만원으로 규정해 과다한 임금 상승을 억제한다.

상한액이 적용되는 기본연봉에는 기본급과 수당, 급여성 복리후생비는 포함하되, 공공기관의 경영성과에 따른 성과급은 제외함으로써 공공기관 임원의 책임경영체계는 한층 더 강화해 나갈 계획이다.

또 공공기관의 퇴직금에 관한 규정도 함께 마련했다. 

특히 ‘근로자 퇴직급여 보장법’의 적용을 받지 않는 ‘사용자’인 공공기관장의 경우 각 기관의 보수규정에 따라 지급하던 퇴직금을 새롭게 채용되는 기관장부터는 지급하지 않기로 명시했다.

해당 규정은 대구시 공사·공단 및 출자·출연기관에 적용하되, 코로나19 대응을 위해 방역의 최일선을 담당하고 있는 대구의료원의 의료진에 대해서는 지역의료의 전문성 강화와 의료서비스 수준 향상을 위해 이번 규정의 적용대상에서는 제외하기로 했다.
