대구시는 행정안전부가 주관하는 '2022년 지방규제혁신 우수기관'으로 인증되는 성과를 거뒀다고 24일 밝혔다.

시에 따르면 ‘지방규제혁신 우수기관 인증제’는 행정안전부가 규제혁신 체계구축, 중앙부처 규제발굴 및 건의, 규제개선 대표사례 등 3개 부문 15개 진단지표에 따라 매년 전국의 243개 지자체를 대상으로 규제혁신 역량을 평가하는 제도이다. 

대구시는 그동안 규제혁신 계획을 내실있게 시행하면서 자체 규제 해결과 더불어 기업 현장 고충 및 규제에 대해 꼼꼼하게 들여다보며 풀리지 않는 어려운 과제는 지난 8월 대통령까지 규제 현장으로 모시고 해결 노력을 지속해 왔다.

특히 2022년 평가에서는 지역 도시가스 공급업체의 해묵은 규제를 해결한 바 있다. 현 규정에 의하면 가스공급시설이 그린벨트 안의 도시·군계획시설로 결정된 부지나 도로 등에 설치됨에도 불구하고 가스공급시설 설치를 위해 지나가는 모든 경로의 도시·군계획시설에 대한 결정 과정을 다시 거쳐야 하기에 추가적인 시간과 비용을 감수해야만 했다. 

이에 대구시는 중앙부처와 합동 간담회를 열고 규제 해결을 위해 발빠르게 움직였고, 그 결과 ‘개발제한구역법 시행령’ 개정을 위한 입법예고를 이달 말 앞두고 있다. 

앞으로도 대구시는 이번 규제인증 우수기관 결과에 만족하지 않고 기업의 투자나 경영·성장을 가로막는 규제 해결에 두 팔을 걷어붙일 계획이다.

김광묵 대구시 원스톱기업투자센터장은 “기업하기 좋은 원스톱 대구, 기업이 모이는 대구를 위해 걸림돌이 되는 규제는 모두 제거해가는 혁신을 지속해 나가겠다”고 밝혔다.
