이번 시상은 지방자치단체의 행복지수와 의정활동 전반을 조사·평가하는 여의도정책연구원이 주관하는 행사로, 전국 광역 및 기초의회 의원을 대상으로 지방자치제도 활성화, 주민 삶의 질 향상, 지역발전 정책 성과 등을 종합적으로 평가해 수여된다.

김 의원은 초선 의원임에도 불구하고 적극적인 입법활동을 통해 지역경제 활성화에 힘써 왔다. '경주시 원자력산업 육성 및 지원에 관한 조례안', '경주시 반려식물산업 육성 및 지원 조례안', '경주시 기업 및 투자유치 촉진 조례 일부개정조례안' 등을 대표 발의하며 지역 산업 기반 강화와 미래 성장 동력 확보에 주력했다.
