이날 본회의에 앞서 의원들은 자유발언을 통해 지역 현안과 정책 방향을 제시했다. 정희택 의원은 ‘황오동 성매매 집결지 문제 해결과 도시재생 필요성’을, 한순희 의원은 ‘인재가 성장하여 정착하는 도시 만들기’를, 이강희 의원은 ‘공공재생에너지 정책 도입’을, 김동해 의원은 ‘신속집행 제도 폐지 및 개선’을 주제로 각각 5분 자유발언을 진행했다.

본회의는 이어서 ▲제294회 제2차 정례회 회기결정의 건 ▲2026년도 예산안 제출에 따른 시정연설의 건 ▲2026년도 예산안 및 기금운용계획안 제안설명의 건 ▲경주시장 및 관계공무원 출석요구의 건 ▲회의록 서명의원 선임의 건 ▲위원 추천의 건 등의 순서로 진행됐다.

이번 정례회는 11월 28일부터 12월 10일까지 휴회 기간 동안 각 상임위원회에서 2025년도 주요업무 추진실적과 2026년도 예산안 및 기금운용계획안, 조례안 18건, 동의안 6건, 보고 5건, 공유재산 관리계획 변경안 2건 등 총 33건의 안건을 심사·청취할 예정이다.

특히 이번 회기에서 의원 발의 안건은 「경주시 자원봉사활동 지원 조례 일부개정조례안」, 「경주시 드론사업 육성 및 지원에 관한 조례안」(최재필 의원 대표), 「경주시 로컬푸드 육성 및 지원 조례안」(주동열 의원 대표) 총 3건이다.

2026년 경주시 본예산 총액은 2조 1,000억 원으로 2025년 대비 750억 원 증가하며 사상 최대 규모를 기록했으며, 11개 기금의 운용 규모는 2,545억 원으로 2025년 대비 151억 원 감소했다.

이동협 의장은 개회사에서 “2025 APEC 정상회의의 성공적 개최를 위해 힘써주신 시민과 공직자, 관계자 모두에게 감사드린다”며, “이번 정례회는 2025년도 주요업무보고와 2026년도 본예산, 2025년도 제3회 추가경정예산안 등 중요한 안건이 다뤄지는 자리인 만큼, 동료 의원과 공직자 여러분의 적극적인 참여와 협조를 부탁드린다”고 말했다.

향후 정례회 일정은 12월 11일 제2차 본회의에서 2026년도 예산안 및 기금운용계획안을 심의하고, 18일 제3차 본회의에서 2025년도 제3회 추가경정예산안 및 기금운용계획 변경안을 심사한 뒤, 19일 제4차 본회의로 23일간의 일정을 마무리할 예정이다.
