이날 본회의에서는 안건 의결에 앞서 김상호 의원이 ‘금호일반산업단지의 합리적인 분양가 산정 및 대책 마련 촉구’를 주제로 5분 자유발언에 나섰다.

김 의원은 시비 695억 원이 투입되는 금호일반산업단지의 분양가가 조성원가 대비 지나치게 낮게 책정됐다고 지적하며, 집행부의 철저한 시장 수요 예측과 사업 타당성 검증을 요구했다. 특히 기업의 시세 차익을 노린 이른바 ‘먹튀’ 행위 방지와 환경 오염 우려를 언급하며 ▲합리적인 분양가 산정을 통한 재정 부담 최소화 ▲오염 방지 및 처리시설에 대한 감독 강화 ▲기업 본사의 영천 이전을 유도해 실질적인 인구 유입과 세수 증대를 도모하는 방안 마련 등을 제안했다.

김 의원은 또 금호삼호공단 등 지역 주요 현안 사업의 차질 없는 추진을 위한 예산 확보의 중요성을 강조하며, 앞으로도 시민과의 적극적인 소통을 통해 혈세 낭비를 막고 지속 가능한 도시 발전을 위해 의정 역량을 집중하겠다고 밝혔다.

이어 본회의에서는 ‘영천시 청년 및 신혼부부 공공임대주택 임대료 지원 조례안’을 의결했으며, ‘영천시 오감체험장 민간위탁 계획 보고안’은 상임위원회 검토 결과에 따라 보고를 종결했다. 이후 2026년도 제1회 추가경정예산안에 대한 집행부의 제안 설명이 진행됐다.

이번에 제출된 추가경정예산안은 일반 및 기타특별회계 1조 591억 원으로 기정액 대비 125억 5,300만 원이 증액됐으며, 상수도사업특별회계는 396억 원으로 기정액 대비 4억 8,000만 원이 감액됐다. 이를 합한 전체 예산 규모는 총 1조 987억여 원이다.

추가경정예산안 심사를 위해 구성된 예산결산특별위원회에는 6명의 의원이 선임됐으며, 위원장에는 이갑균 의원, 부위원장에는 권기한 의원이 각각 선출됐다.

한편 상임위원회별 예비심사를 거쳐 예산결산특별위원회가 종합 심사한 추가경정예산안은 오는 6일 열리는 제3차 본회의에 상정돼 최종 의결될 예정이다.

Councilman Kim also emphasized the importance of securing a budget for the smooth implementation of key local projects, including the Kumho Samho Industrial Complex. He stated that he would continue to actively communicate with citizens to prevent waste of taxpayer money and focus his legislative efforts on sustainable urban development.

Following this, the plenary session passed the "Yeongcheon City Public Rental Housing Rent Support Ordinance for Youth and Newlyweds," and the "Yeongcheon City Five Senses Experience Center Private Sector Outsourcing Plan Report" was finalized following the standing committee's review. The executive branch's proposal for the first supplementary budget for 2026 was then presented.

The newly submitted supplementary budget includes KRW 1.0591 trillion for the General and Other Special Accounts, an increase of KRW 12.553 billion compared to the original budget. The Waterworks Special Account is KRW 39.6 billion, a decrease of KRW 480 million compared to the original budget. The total budget, including these, amounts to approximately KRW 1.0987 trillion.

Six lawmakers were appointed to the Special Committee on Budget and Accounts, established to review the supplementary budget bill. Representative Lee Gap-gyun was elected as chairman, and Representative Kwon Ki-han as vice-chairman.

Meanwhile, the supplementary budget bill, which has undergone preliminary review by each standing committee and comprehensive review by the Special Committee on Budget and Accounts, will be submitted to the third plenary session on the 6th for final approval.
