이날 본회의에서는 배수예 의원의 5분 자유발언을 비롯해 2025년도 영천시 제3회 추가경정예산안 등 주요 안건이 상정·처리됐다.

배수예 의원은 5분 자유발언을 통해 예산 심의 과정에서 제기된 일련의 논란을 언급하며 그 경과와 문제의 본질을 짚었다. 배 의원은 반복적으로 발생하는 불용예산과 신규 예산 편성 간의 모순을 지적하고, 예산 편성 기준의 공정성에 대한 의문을 제기했다. 특히 유소년 축구단과 청제비 관련 예산 삭감 논란에 대해 사실관계를 설명하며, 의회의 예산 견제 기능은 시민의 삶을 지키기 위한 최소한의 장치라고 강조했다.

김선태 의장은 폐회사에서 “이번 정례회를 비롯해 2025년 한 해 동안 원활한 회기 운영을 위해 헌신적으로 노력해 준 동료 의원들께 깊이 감사드린다”며 “다가오는 2026년 병오년 붉은 말의 해에도 영천시의회가 시민의 삶에 힘이 되는 대의기관이자 희망의 디딤돌이 될 수 있도록 최선을 다하겠다”고 말했다.
