【브레이크뉴스 영천】이성현 기자=영천시의회 산업건설위원회(위원장 김상호)는 지난 28일부터 30일까지 3일간 제248회 임시회를 열고, 시정 발전과 시민 복리 증진을 위한 조례안 및 동의안 등 총 9건의 안건과 '2025년도 행정사무감사 계획서 채택의 건'을 심의·의결했다.

위원회는 첫날인 28일 제1차 회의에서 ▲'2026년 소상공인 특례보증 지원 출연 동의안' ▲'2026년 경북자동차임베디드연구원 사업지원 출연 동의안' ▲'2026년 경북테크노파크 하이브리드 기술발전 사업 지원 출연 동의안' ▲'영천시 산림사업의 관리업무 대행 수수료에 관한 조례안' 등 4건을 원안가결했다.

이어 29일 제2차 회의에서는 ▲'영천시 자동차대여사업의 등록기준에 관한 조례안' ▲'영천시 건축물 관리자의 제설 및 제빙 책임에 관한 조례 일부개정조례안' ▲'2026년 경상북도 농어촌진흥기금 출연 동의안' 등 3건이 원안대로 통과됐다.

한편, 제247회 임시회에서 보류되었던 '영천시 주차장 조례 일부개정조례안'은 재상정되어 심도 있는 논의 끝에 소규모 주차장 조성 시 심의 생략 조항을 삭제하고, 심의위원회 구성 시 도시계획·교통 등 관련 분야 전문가를 전체 위원의 3분의 1 이상으로 확대하는 수정안으로 가결됐다.

또한 '영천시 도시림 등의 조성·관리 조례 전부개정조례안'은 개정 취지는 타당하나, 조문 구성과 부속 규정 등에서 상위법 위임 사항 누락 및 구조적 불일치가 확인돼 단순 수정으로는 해결이 어렵다고 판단, 부결 처리됐다.

마지막 날인 30일 제3차 회의에서는 '2025년도 행정사무감사 계획서 채택의 건'이 가결됐다. 해당 감사는 '지방자치법' 제49조 및 '영천시의회 행정사무감사 및 조사에 관한 조례'에 따라 제249회 제2차 정례회 기간 중 실시될 예정이다.
