이날 간담회에서는 ▲문화예술회관 건립 행정안전부 타당성조사 결과 및 중앙투자심사 대응 방안 ▲영천 금호일반산업단지 조성사업 추진계획 ▲야사지구 토지구획정리사업 추진 현황 ▲공영주차장 조성 예산 편성 등 총 8건의 안건을 놓고 의견을 주고받았다.
먼저 문화예술회관 건립과 관련해 이영우 의원은 “현재 시민회관이 800석 규모인 상황에서 신축 공연장이 1,000석에 그칠 경우 대형 공연 유치에 한계가 있다”며 “운영 예산 차이가 크지 않은 만큼 1,500석 규모로 확충해 시민들이 수준 높은 문화 공연을 즐길 수 있도록 해야 한다”고 강조했다.
금호일반산업단지 조성사업에 대해서도 다양한 의견이 제시됐다. 김상호 의원은 “산업단지 조성이 지역 경제 활성화에는 도움이 되겠지만, 기존 거주민과 인근 주민들이 겪을 피해에 대한 배려가 부족하다”며 시민 중심의 행정을 주문했다. 권기한 의원은 “경기 침체 상황을 고려해 파격적인 분양가 책정 등 전략적인 방안을 마련해 기업 유치를 유도하고, 세수 확보와 지역 경제 활성화의 기반을 다져야 한다”고 제안했다.
지역 개발 사업 추진 과정에서의 행정 신뢰도와 예산 편성의 적정성에 대한 지적도 이어졌다. 하기태 의원은 야사지구 토지구획정리사업과 관련해 “지난해 업무보고 당시 약속했던 야사택지지구 내 중로(영동고~한신아파트 뒷길) 11월 개통이 아직 이뤄지지 않아 주민 불편이 지속되고 있다”며 “주민과의 약속인 만큼 조속한 개통과 함께 향후에는 실현 가능한 계획을 의회에 보고해 달라”고 촉구했다.
특히 이갑균 의원은 공영주차장 조성 예산과 관련해, 지난해 제3회 추가경정예산안 심사 당시 의회가 11억 원을 삭감할 수밖에 없었던 이유를 짚으며 집행부의 예산 편성 문제를 강하게 비판했다. 이 의원은 “국민체육센터 개관에 따른 주차난 해소 등을 사유로 들었지만, 실제 예정 부지는 해당 시설과 거리가 있어 사업 실효성이 떨어진다”며 “삭감된 예산을 명칭만 바꿔 다시 편성하는 것은 행정 신뢰를 훼손하는 행위”라고 지적했다. 이어 “사업의 우선순위와 원칙이 없는 예산 편성 관행을 반드시 바로잡아야 한다”고 강조했다.
김선태 의장은 “이번 간담회는 시민들의 우려와 기대가 담긴 시정 현안에 대해 의회가 날카로운 지적과 함께 건설적인 대안을 제시한 자리였다”며 “집행부는 의회의 지적을 겸허히 수용해 행정의 신뢰를 회복하고, 모든 사업이 시민의 상식과 원칙에 부합하도록 추진해 달라”고 당부했다
