【브레이크뉴스 영천】이성현 기자=영천시의회 행정문화복지위원회(위원장 배수예)와 산업건설위원회(위원장 김상호)가 지난 2일 2025년도 행정사무감사 일정을 마무리했다. 이번 감사는 11월 26일부터 7일간 진행됐으며 총 56개 부서를 대상으로 시정 운영 전반에 대한 행정 점검이 이뤄졌다.

행정문화복지위원회는 정책기획실 등 35개 부서를 상대로 예산 집행의 효율성, 보조금·기금 관리 실태, 민원서비스 수준, 복지·교육·관광 분야 주요 사업 추진 상황 등을 집중적으로 들여다봤다.

위원들은 특히 ▲지방소멸대응기금 집행률 제고 ▲고향사랑기부제 답례품 선정의 투명성 ▲민원서비스·관광지수 향상 방안 ▲공중보건의 부족 해결 등 시민 생활과 밀접한 현안을 다뤘다. 또한 공유재산 대부 업무의 적정 처리와 감사자료 제출의 미흡 문제 등을 지적하며 개선을 요구했다.

배수예 위원장은 “예산 집행과 행정서비스는 시민의 삶에 직결되는 영역”이라며 “지적 사항을 신속히 개선해 체감 가능한 행정 혁신이 이어져야 한다”고 강조했다.

같은 기간 진행된 산업건설위원회 행정사무감사에서는 역세권개발추진단 등 21개 부서를 대상으로 사업 추진 현황과 정책 실효성을 검토했다.

주요 지적 사항으로는 ▲경마공원 건설에 따른 주민 보상 미흡 ▲귀농·청년농 지원 확대 필요 ▲지역축제 운영 방식 개선 ▲축산악취 저감 대책 ▲상수도 미보급 지역 해소 ▲농기계 지원사업 선정률 개선 등이 도마 위에 올랐다.

위원회는 감사 과정 중 보현산댐 출렁다리 인근 농산물 좌판 설치 문제에 대해 현장을 직접 확인하고 방문객 안전을 위한 이전 검토 및 제도권 내 관리 방안을 주문했다.

김상호 위원장은 “이번 감사는 시정 운영 전반에서 개선이 필요한 점을 확인한 의미 있는 시간이었다”며 “남은 정례회 기간 본예산과 조례안 심사에서도 책임 있는 의정 활동을 이어가겠다”고 말했다.

Yeongcheon City Council Concludes Administrative Audit… Focused Review of Budget Execution and Public Complaints

Yeongcheon City Council's Administration, Culture, and Welfare Committee (Chairperson Bae Su-ye) and Industry, Construction Committee (Chairperson Kim Sang-ho) concluded their 2025 administrative audit on November 2nd. The committee members specifically addressed issues closely related to citizens' lives, including: improving the execution rate of the Local Extinction Response Fund; ensuring transparency in the selection of gift items for the Hometown Love Donation Program; improving public complaint services and the tourism index; and addressing public health deficiencies. They also pointed out issues such as inadequate handling of public property lending and inadequate submission of audit data, demanding improvements.

Chairperson Bae Soo-ye emphasized, "Budget execution and administrative services are directly related to citizens' lives," and added, "We must swiftly address the issues raised and achieve tangible administrative innovation."

The Industry and Construction Committee's administrative audit conducted during the same period reviewed the status of project implementation and policy effectiveness across 21 departments, including the Station Area Development Promotion Team.

Key issues addressed included: ▲ Insufficient compensation for residents due to the construction of the horse racing park; ▲ Expanded support for returning farmers and young farmers; ▲ Improved operation of local festivals; ▲ Measures to reduce livestock odor; ▲ Addressing areas without access to water; and ▲ Improving the selection rate for agricultural machinery support projects.

During the audit, the committee directly inspected the installation of agricultural product stalls near the Bohyeonsan Dam suspension bridge and ordered the relocation of stalls to ensure visitor safety and the implementation of institutional management measures.

Chairman Kim Sang-ho said, “This audit was a meaningful time to identify areas where improvement is needed across the city administration,” and added, “We will continue to engage in responsible legislative activities during the remaining regular session when reviewing the main budget and ordinances.”
