행정문화복지위원회(위원장 배수예)는 지난 26일 첫 일정을 시작으로 7일간 감사에 들어갔다. 첫날에는 행정지원국, 정책기획실, 평생학습관을 대상으로 감사가 진행됐으며, 이튿날에는 문화관광복지국, 청렴감사실, 홍보전산실 소관 업무에 대한 점검이 이어졌다.

위원회는 예산 집행 효율성, 보조금 관리 실태, 각종 위원회 운영, 주요사업 추진상황 등을 중점 점검했으며, 행정·관광·복지·교육 전반에 걸쳐 질의가 이루어졌다.

특히 지방소멸대응기금 집행률 저조 문제를 지적하며 신속한 예산 집행과 목적에 맞는 사업 추진을 촉구했고, 고향사랑기부제 답례품 업체에 시정명령이 내려진 사례를 언급하며 향후 업체 선정 과정의 엄격한 검증을 주문했다.

또한 최근 사회문제로 대두된 아동·노인학대 예방정책 강화, 민원서비스 종합평가 최하위 등급 개선 등 구체적 실행방안 마련을 요구했다.

배수예 위원장은 “이번 감사는 행정 투명성과 예산 집행 적정성 점검에 중점을 두었다”며 “각 부서는 지적된 사항을 즉시 개선해 시민이 체감할 수 있는 행정을 실천해야 한다”고 밝혔다.

한편, 같은 기간 산업건설위원회(위원장 김상호) 역시 26일부터 다음달 2일까지 7일간(공휴일 포함) 감사 일정을 진행 중이다.

현재까지 경제환경산업국과 건설도시국에 대한 감사가 이루어졌으며, 위원들은 사업 추진 현황을 확인하고 개선 과제에 대한 대안을 제시하고 있다.

주요 지적 사항으로는 전통시장 예산 배분의 불균형, 지역 주민 참여율 제고 필요성, 위험도로 정비 및 산업단지 분양 전략 마련, 도심 교통 체증 해소, 재활용 교육 강화 및 소규모 기업 지원 필요성, 영천댐 상류 습지 관리 개선 및 지역 안전시설 보강 등이 제기됐다.

김상호 위원장은 “행정사무감사는 제재가 목적이 아니라 더 나은 영천시의 발전을 위한 과정”이라며 “남은 기간에도 의회 본연의 역할에 최선을 다하겠다”고 말했다.

Chairman Kim Sang-ho stated, "The purpose of the administrative audit is not to impose sanctions, but to promote the betterment of Yeongcheon City. We will continue to dedicate ourselves to fulfilling our original role as a council member during the remaining term."
