경상북도가 규제자유특구 지정 3년차를 맞아 특구기반 신산업거점 대전환을 통해 지역의 혁신성장을 성공적으로 이끌고 있는 것을 나타났다.

3일 경상북도에 따르면 경북도는 현재 비수도권 14개 시도 중 가장 많은 3개의 규제자유특구를 지정받아 지역의 새로운 산업생태계 구축에 크게 기여하고 있다.

차세대 배터리 리사이클링 특구(‘19.7월 지정, 포항)는 대중소기업 간 배터리 핵심소재-완제품-전기차로 이어지는 전주기 배터리 재사용, 재활용 산업 생태계를 온전히 구축하고 있다.

특구지정 이후 이차전지 전 분야 대규모 기업투자유치가 이뤄지고 있으며, 사용 후 배터리 자원순환 클러스터, 인라인 자동평가센터 등 중앙정부의 각종 정책사업을 유치하면서 철강 도시 포항을 넘어 이차전지산업 선도도시로 재도약하고 있다.

산업용 헴프(HEMP*) 특구(‘20.7월 지정, 안동)는 70여 년간 엄격히 규제돼 버려지던 대마를 국내 최초 한국형 헴프(HEMP) 산업화를 가능케 한 유일한 정책수단이다.

경북도는 산업용 헴프 실증을 성공적으로 마무리하고 산업화를 가로막는 규제법령을 개정해, 안동을 기존 바이오․백신클러스터와 연계한 고부가가치 헴프 신산업을 본격적으로 육성할 계획이다.

스마트 그린물류 특구(‘21.7월 지정, 김천)는 도심 내 주차장 2개소(황금동, 율곡동)에 첨단물류 복합 실증센터를 건립해 디지털 기반 생활물류 통합플랫폼을 구축하고 탄소중립 말단배송 혁신 사업을 추진한다.

대기업-중소상공인(전통시장, 농가, 지역브랜드 등)간 상생 협력하는 유통서비스 사업(전방산업)과 물류자동화, 친환경 말단 배송기기 제조업(후방산업)이 첨단기술을 통해 가치사슬(Value-chain)로 연결돼 물류 신산업생태계를 구축한다.

이를 통해 중소상공인들의 물류경쟁력을 높이고, 물류신산업 분야 대규모 기업 투자유치와 일자리 창출은 물론 탄소중립에도 크게 기여할 전망이다.

경북도는 규제자유특구를 활용해 신산업거점을 권역별 구축하고 미래 혁신성장 동력을 하나씩 이식해 나감으로써 지역경제 활성화에 매진하고 있다.

이처럼 특구가 경북도의 활력으로 자리 잡은 데에는 크게 3가지 핵심요인이 작용했다.

첫째, 특구를 통한 지역혁신성장 선순환 사이클 구축이다.

한편 경북도는 2022년 상반기 또 다른 지역혁신성장 아이콘이 될 신규 규제자유특구(무선전력전송/나노다이아몬드)지정받기 위해 관련 심의를 진행 중에 있다.

이와 동시에 대선 후 신정부의 규제혁신 정책기조를 반영한 경북도 규제자유특구 추진전략을 구상해 성공의 DNA를 도내 전역으로 확산시켜 나갈 계획이다.
