29일 대구시에 따르면 임시허가는 실증을 통해 안전성을 충분히 입증 받은 규제자유특구 사업에 한해 법령 정비를 전제로 법 개정 때까지 규제를 풀어주는 제도다.
특히 임시허가를 받으면 법령 개정 이전까지 특구 밖에서도 사업이 가능하고 특구사업에서 검증된 제품의 신속한 시장 진출이 가능하다.
이번 임시허가 기간은 2022년 12월 1일부터 2024년 11월30일까지 2년이며, 기간 내 관계 법령이 개정되지 않을 경우 2년 자동 연장된다.
이동식 협동로봇은 자율주행 모빌리티 위에 협동로봇을 부착해 이동 중에도 작업이 가능한 장점이 있으나, 현행 '산업안전보건기준에 관한 규칙' 등에 이동식 협동로봇의 안전기준 등이 없어, 이동 중에는 작업이 불가능하고, 울타리나 방호장치를 설치해 사람과 작업공간을 분리해야 해 사용에 효율성을 기할 수 없었다.
대구시는 이번 임시허가를 바탕으로 중기부의 '글로벌 혁신특구' 공모사업에 참여해 이동식 협동로봇 규제자유특구를 고도화하고, 실증 테스트베드 등 인프라 구축과 국내외 로봇기업 집적화, 기업의 글로벌 사업화 지원 등을 본격 추진할 계획이다.
